Your new role
As a Senior Procurement Officer, you’ll work closely with the Procurement Manager to deliver end‑to‑end regulated (and some non‑regulated) procurement activity across goods, services and works.
Key responsibilities will include:
1. Managing full procurement lifecycles, from strategy development and market engagement through to tendering, evaluation and contract award
2. Providing expert procurement advice and support to internal stakeholders, including guidance on routes to market, specifications, KPIs, sustainability andmunity benefits
3. Leading and supporting the use of national, sectoral and public sector framework agreements and dynamic purchasing systems
4. Preparing and evaluating tender documentation, negotiating terms and conditions, and ensuring robusternance throughout the process
5. Supporting stakeholder engagement to ensure procurement solutions are fit for purpose and aligned to organisational needs
6. Undertaking market analysis and supplier performance reviews
7. Ensuringpliance with public sector procurement regulations, internal policies and risk management requirements
8. Maintaining accurate procurement records, supporting audits and producing reports where required
9. Contributing to continuous improvement initiatives across procurement processes, systems and policies
10. Supporting procurement capability building and best‑practice training across the organisation
What you'll need to succeed
11. Demonstrable experience in Scottish public sector procurement, including regulated procurement activity
12. Strong knowledge of public procurement processes, framework agreements and contract terms
13. Experience using Public Contracts Scotland (PCS) and related tendering systems
14. Excellent stakeholder management,munication and influencing skills
15. The ability to manage multiple procurement projects simultaneously with strong attention to detail
16. Strong analytical, numeracy and problem-solving skills
17. A proactive, organised approach with the ability to work independently and collaboratively
18. Strong IT skills, particularly in Microsoft Excel and Word
19. A professional and confidential approach when handling sensitive information
20. Amitment to continuous professional development
21. An interest in sustainability, environmental and climate considerations within procurement
