Job overview

Working as part of an Estates team, the Estates Digital Systems Manager is responsible to the Estates Projects & Small Works Supervisor for the technical expertise and delivery of both major and minor capital development schemes in line with Trust standing Financial Instructions. In additional the role will be responsible for the creation and implementation of the Trust CAD & BIM Policy. These works include projects resulting from the Trusts Estate Improvement and Rationalisation Programme, the Trusts annual Capital Development Programme and small works across all Trust sites:

·Basingstoke & North Hampshire Hospital

·Andover War Memorial Hospital

·Royal Hampshire County Hospital (Winchester)

Main duties of the job

The post holder will manage the Trust approved framework contracts, tendering of projects and contractual delivery of schemes.

The post holder will be responsible for the line management of estates project managers.

The post holder will provide leadership, technical knowledge and support for the delivery of projects with a customer and patient experience focus.

The post holder will need to possess leadership skills, be flexible, calm under pressure and have excellent communication skills to effectively liaise with and manage the expectations of staff from all areas of the Trust.

Detailed job description and main responsibilities

To line manage the estates project managers across multiple sites to ensure cost effective and timely delivery of capital projects. Line management to include completing timesheets on HealthRoster, oncall validation, annual leave, sickness reporting, management of capability, training compliance and annual appraisals.

·To research and create a Trust CAD & BIM strategy and Policy to standardise digital drawings and content.

·To oversee the redrawing of the Trust Estate buildings using XREFS and BS standard layers and revision control.

·Undertake specific NHS Estates training in at least one Authorised Persons (AP) discipline.

·When required the implementation of projects from drafting the business case in consultation with the client through to construction and completion of the project including post project review.

·Producing technical specifications in the form of Employers Requirements to deliver Capital Backlog maintenance projects.

·Financial management for all capital projects in conjunction with Finance Partner.

·Manage risk registers for estates related projects.

·Provide Estates assistance and budget costing for business cases and feasibility study bids as required by the Trust.

·Liaise with sustainability team for the bid and development of energy management projects.

·Liaise with end users to ensure a robust specification is developed and signed off at the feasibility stage.

·Actively and sympathetically manage in consultation with the client and divisional management all aspects of the projects which may impact on the delivery of core services.

·Responsible for procurement of assets and engaging suppliers against Trust SFI’s

·Responsible for the production of contract documentation and management of contract compliance during all stages of any works.

·Observe complete confidentiality of all information including awareness and adherence to the legal requirements of the Data Protection Act.

·Manage the Derogation register for all elements of projects using Docusign or similar.

·Manage the existing Trust Bolster systems for storing information on fire safety works and keeping the XREF base drawing up to date.

·Ensure asset registers are collated for all Estates elements of projects in a format that can be used to identify additional PPM requirements.

·The post holder may be required to participate in the Estates on call rota.

·Compile standardised design briefs, works specifications, appoint and manage external consultants, designers and act on behalf of the trust.

·To establish and maintain effective links with Executive Directors, Divisional Managers, Professional Leads and senior staff to ensure that decision making is prompt and appropriate to meet the agreed levels of service being provided.

·To provide a weekly update reporting on the financial, programme and risk register relating to active projects.

Interprets and implement all statutory, legislative and technical guidance including for example HSWA, MHSWR, CDM, COSHH, HTM/HBN's as necessary for all projects

Person specification

Training and qualifications

Essential criteria

1. Educated to Degree level with an appropriate masters level qualification or equivalent experience relating to an engineering discipline.
2. Significant post-qualification Capital / Estates Project Management experience acquired through training, courses and work experience.
3. Significant experience in delivering Estates / Maintenance Capital Projects.

Desirable criteria

4. Member of professional body such as CIBSE, IHEEM, etc.
5. Authorised Person in either Lifts, HV, LV, pressure systems or ventilation
6. NHS Estates experience

Experience and knowledge

Essential criteria

7. Experience of line managing a team.
8. Experience with researching and creating a CAD & BIM policy and standardisation.
9. In depth knowledge of RIBA SoW, Building Regulations and DOH guidance documents.
10. CDM2015 in particular employers’ responsibility
11. Control of Asbestos Regulations 2012
12. HASAWA 1974

Desirable criteria

13. Knowledge of public body sustainability and environmental legislation and national requirements
14. Implementation of a CAD & BIM Policy within an organisation.
15. Operations and Maintenance of building, engineering plant services and equipment.
16. Specialist knowledge such as AutoCAD acquired through courses and experience.
