About the role
We’re looking for an Assistant HR Adviser to join our Organisational Development (OD) team within People & Culture.

This is a varied role, ideal for someone who is passionate about supporting employee wellbeing, engagement and belonging. You’ll work closely with Senior HR Advisers and colleagues across People & Culture to help deliver initiatives that support Devon County Council’s People Strategy and wider organisational priorities. Alongside providing high‑quality HR support, this role offers the opportunity to develop specialist OD skills, gain exposure to strategic work, and actively contribute to improving the experience of our workforce.

What you’ll be doing
As part of the OD team, your work could include a focus on wellbeing, engagement, insight and continuous improvement, alongside broader HR support. This will include:

1. Supporting the delivery of organisational development and wellbeing initiatives, including campaigns, events and projects aligned to the People Strategy
2. Creating and maintaining engaging wellbeing and OD content for our People Hub and internal communications channels
3. Coordinating monthly wellbeing activity, calendars and themed focus areas, working with internal and external partners
4. Supporting benchmarking, data analysis and reporting, helping to identify trends, gaps and opportunities to improve practice
5. Monitoring engagement and impact of OD activity, using insight to inform future work
6. Supporting wellbeing networks, accreditation schemes and internal volunteering roles MHFA, TRiM)
7. Assisting with research, policy development and drafting reports for senior leaders, forums and stakeholders
8. Building positive working relationships across the organisation to support engagement, inclusion and service improvement
9. Where appropriate, supporting work in relation to local government reorganisation
10. Work across other areas of HR for designated periods to support the wider work of the HR service as required


What we’re looking for

Essential requirements include:

11. Experience in an HR support, advisory or similar role, or transferable experience in a customer‑focused environment
12. Strong communication skills, with the ability to produce clear written content and engage a range of audiences
13. Interpret and apply policies and legislation, using sound judgement and effective influencing skills to prioritise and deliver work effectively
14. An interest in wellbeing, engagement, equality, diversity and inclusion, and people‑centred change
15. Ability to organise and prioritise work, use initiative, and work collaboratively
16. Confidence using digital tools and data to support insight, communication and decision‑making
17. Commitment to continuous professional development and learning, including knowledge of relevant employment legislation


Desirable:

18. Experience supporting wellbeing, engagement or OD activity
19. Experience of research, benchmarking or data analysis
20. Understanding of workforce data, Power BI or digital communication platforms
21. Membership of, or working towards, a relevant professional qualification CIPD)
