We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and removal of barriers, ensuring alignment with the business case and value for money.
We are seeking someone with a proven track record in managing complex financial information, driving value for money, and influencing ongoing investment.
Key tasks include:
* Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager in ensuring changes to scope, cost, and quality are assured, working closely with delivery teams.
* Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team is responsible for implementing the Digital Strategy across E&B, shaping the delivery of digital services to transform regulation.
You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required
Experience that would be beneficial but not essential includes:
* Experience in fast-paced, dynamic programmes.
* Extensive digital skills (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Purchase order processes.
* Experience with business cases, approval, and assurance routes, including change control.
* Experience in digital programmes (helpful but not essential).
* Awareness of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation.
Additional Information
You’ll have an incident management objective in your development plan, with support and training provided. The role is flexible regarding location, with some travel and overnight stays possible.
