Overview

Within that, the Army is responsible for an annual budget of over £10bn, and supports the 110K regular and reserve soldiers across the Army. This Civil Service workforce is diverse, with many different functions and professions ranging from police officers, security guards, trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff.

The Army’s estate is complex, diverse and distributed across the UK and overseas. There are over 22,000 buildings within 500 barracks, camps and other locations. Regional Command’s Infrastructure Branch, of which Regional Infrastructure Cell (RIC) South West is a part, is responsible for programming and assuring the annual delivery of Hard and Soft Facilities Management (FM) and minor new works delivery for all Army establishments. RIC staff provide face to face interaction with the Army users of the estate, with Defence Infrastructure Organisation (DIO) and their contracted service providers, fulfilling an “informed customer” role.

This position is advertised at 37 hours per week. You will be a member of the Army’s RIC for the South West Region, based in Tidworth as the forward lead into the Headquarters for the South West. You will be the lynch pin between the RIC and Command South West, ensuring that Heads of Establishments (HoE) are kept informed on a routine basis of Hard and Soft Infrastructure within their Stations.


Role purpose

As the Executive Officer for infrastructure (Liaison and Coordination) you are there to provide an empowered customer-facing Soft and Hard infrastructure presence providing confidence on the delivery of planned, scheduled and funded works as well as services, within quality, time and cost parameters, reporting on exceptions as well as overall performance standards achieved. The post reports into the Higher Executive Officer (HEO) Infrastructure RIC South West but there is routine activity between all members of the Team. You will support the HEO Infrastructure to deliver the role of empowered customer-facing infrastructure representative providing confidence that planned, scheduled and funded Hard and Soft Infrastructure works and services are delivered to contracted quality, time and cost parameters.


Responsibilities

* Obtain and evaluate establishment need and priorities, apprising HEO Infra of analysis, to enable them to inform Regional Infrastructure Cell (RIC) planning and Balance of Investment decisions.
* Support HEO Infra by liaising with Heads of Establishment and their designated representatives as well as representatives of DIO, Reserve Forces and Cadet Association (RFCA) and their contracted Service Providers.
* Support HEO Infra in communication of the Command Infrastructure Delivery Plan (CIDP) scheduled and funded works approved for in-year assessment and delivery to HoE, DIO and RFCA.
* Capture and notify establishment issues and risks to allow consolidation and subsequent escalation where required.
* Identify and inform of breaches in service delivery performance within your designated Area of Operation to enable local level resolution whenever possible.
* Collate establishment feedback on Hard and Soft FM contracted service delivery satisfaction to allow HEO Infra to report performance standards to the RIC.
* Support in conducting Single Living Accommodation (SLA) grading boards as directed.
* Provide administrative support to Regional Infrastructure Basing Boards (RIBB).
* Manage the SharePoint site so that it is an informed forward repository of FM information easily navigable by stakeholders, from Regional Command to local level, across the stakeholder community.

* Full UK Driving licence – able to periodically attend sites within the geographic area
* Experience in infrastructure or Facilities Management is advantageous but not essential; on-the-job training will develop Army FM knowledge
