Program Director Role
Oversee the daily operation and risk management functions of the Sponsored Residential program for adults with disabilities, representing Impact Community Services in external settings and ensuring programs and services are accessible, responsive, coordinated, and efficient.
Responsibilities
* Oversee administrative and operational functions to ensure compliance with local, state, and federal guidelines as described in 12 VAC 35‑105
* Lead and collaborate with the Residential Team to ensure the facilitation of all administrative, operational, programmatic, and risk management objectives are strategically and humanely implemented
* Monitor programs and make modifications as needed; ensure implementation of ISP/Person Centered Plan; participate in Interdisciplinary Team meetings
* Oversee investigations of individual and staff incidents and review completed documentation; ensure compliance with individuals’ and staffs’ rights
* Handle reports of ethical violations, harassment, discrimination, and grievances
* Review and verify data entered into WAMS by Manager of Operations
* Attend SIS and disciplinary meetings
* Conduct quarterly announced and unannounced visits to approved DSP homes with individuals
* Perform health and safety checks on individuals regarding services provided
* Approve discharge planning
* Submit documents to DBHDS regarding locations (new and closing)
* Oversee on‑call availability for any situation that may occur at Impact Community Services, including crisis emergencies, employee sickness, vacations, emergency preparedness objectives, etc.
* Submit required forms to SSA (Social Security Administration)
* Assist visiting DMAS audit representative
* Submit incident reports to CHRIS and all other required license entities
* Coordinate with Manager of Operations variance request or behavioral plans requiring submission to Human Rights/Licence
* Evaluate Human Rights Planning and Productions; serve as designated Human Rights Coordinator; handle submission of Annual Seclusion/Restraint report; assist individuals and employees with rights and resolve complaints regarding services
Risk Management Functions
* Develop the annual Risk Management Plan and Report
* Establish processes and structures to ensure that consumers, their families, and all staff are involved in the identification of risk
* Ensure measures are developed and data collection procedures are established, integrated into staff work of collecting the data
* Screen individuals to identify those at risk of harm
* Review data, make recommendations or take action to address identified problems, and monitor the effectiveness of these actions
* Initiate processes to ensure effective communication of risk, risk reduction strategies, and their effectiveness
Human Resources Functions
Recruitment, onboarding tasks, benefits administration, development and implementation of training and development of employees or contractors (including required State and Federal training), providing new employees or contractors and trainees with Standard Operating Procedures within 15 business days, maintaining personnel and training records according to State and Federal standards, recommending employment, corrective action, and/or termination of employees or contractors, students and volunteers.
Knowledge, Skills and Abilities
Strong supervisory skills with at least one year of supervisory experience working directly with individuals with intellectual or developmental disabilities; excellent oral and written communication; ability to establish and maintain effective working relationships; analytical skills; knowledge of intellectual disabilities and related concerns; caring and positive attitude; experience conducting comprehensive assessment and knowledge of documentation tools; program director must serve as QIDP and possess a valid driver’s license. Must complete training/certification in CPR, first aid, behavior management, medication administration, and complete criminal history and central registry background investigations.
Minimum Qualification Standards
* Baccalaureate degree from an accredited college or university in human service disciplines, education, or allied discipline such as registered nursing licensed in Virginia with at least one year of clinical experience providing direct services to individuals with intellectual disabilities or other developmental disabilities.
* Demonstrated ability to provide administrative and operational oversight for programs and services through professional and personal life experiences (e.g., caring for a family member or friend with intellectual disabilities).
* Valid VA driver’s license and proof of insurance.

* Become familiar with regulations, comply in all respects, and help individuals understand and assert their rights.
* Protect individuals from abuse, neglect, and exploitation, and not permit others to do so; use minimum force necessary to restrain individuals.
* Cooperate with investigations, meetings, hearings, or appeals under these regulations, including providing statements or sworn testimony.
* Perform any other duties required under these regulations.
Job Type and Compensation
Job Type: Full Time
Annual Earnings: $52,000.00 ($25.00/hour, 40 hours per week)
* Weekly pay
* Monthly travel stipend – $100 (maximum)
* Annual wage increase negotiable after one year of service, contingent upon performance.
