The Opportunity This is a senior role within Equals Railsr’s Financial Operations function, responsible for providing overall leadership and accountability for safeguarding across the Group’s UK EMI and API entities. The role acts as the designated safeguarding lead under CASS 15, ensuring full compliance with current and upcoming safeguarding requirements across all regulated entities. The individual will support and enhance the Group’s governance and oversight of client assets and safeguarding activities, both internally and via intermediaries and other partners. This includes delivering automation of reconciliation processes, strengthening controls and assurance frameworks, and maintaining readiness for the CASS 15 go-live. The Group consists of multiple Authorised Payment Institutions and Electronic Money Institutions, and we are seeking a CASS-experienced safeguarding professional capable of leading a cross-functional safeguarding programme and influencing change at a senior level. Key Responsibilities: Governance and oversight Act as the Group’s designated safeguarding lead under CASS 15, accountable to the Board. Chair the Group Safeguarding Committee and maintain structured MI and minutes. Maintain the Safeguarding Resolution Pack and wind-down plan; review annually. Ensure the safeguarding policy framework and controls remain aligned with FCA requirements. Safeguarding reconciliations and controls Own daily internal and external reconciliations across all safeguarding accounts. Ensure timely shortfall top-ups, surplus removals and complete audit trails. Oversee data lineage and inflight adjustments for accuracy and completeness. Deliver monthly safeguarding regulatory returns and annual audit readiness. Automation and vendor management Lead delivery of the Group’s safeguarding automation roadmap. Oversee implementation of reconciliation tools. Define business requirements, perform UAT and ensure exception management workflows. Collaborate with Tech and Data teams for secure and complete data pipelines. Outsourcing, partners, and product oversight Oversee safeguarding controls for distributors, agents, and programme managers. Review new product and partner flows for safeguarding compliance before launch. Monitor safeguarding bank diversification, exposures, and eligibility compliance. Incident management and remediation Maintain safeguarding incident logs and investigate root causes promptly. Report breaches to the FCA as required and close audit findings within deadlines. Regulatory engagement and horizon scanning Interpret and operationalise PS25/12 and the FCA Approach Document requirements. Maintain a gap-to-green plan to ensure full readiness for CASS 15 go-live (7 May 2026). Lead engagement with auditors, insurers and regulators. People leadership Manage and mentor the Safeguarding team; foster collaboration across departments. Define KPIs for reconciliation timeliness, break resolution, audit closure and SLA compliance. Qualifications: Proven experience in product program governance and risk management framework. Should have Excellent proficiency in Microsoft Office – particularly Excel (metrics and data analysis), PowerPoint (presentation decks), and Word (writing and editing procedural and technical documentation). Fully qualified (ACA, ACCA or nn CIMA). Thorough knowledge of payments and accounting systems, collateral reporting systems, and end reporting/warehousing. Broad understanding of classifiable and delinquency managed credit and operational policies and procedures. Demonstrate financial and risk reporting knowledge as well as experience from the business and/or technical area desired. Project management knowledge and experience working with diverse group of stakeholders to achieve milestones and deadlines and capability to handle multiple projects at one time. Proven relationship management skills with ability to deepen relationships and build partnerships across the business, executive leadership and key functional support areas like Government Affairs, Communications, Legal, Compliance, Control, and Risk. Good knowledge of Railsr’s products, risk processes and controls with good understanding of regulatory requirements and risk management framework.
