An exciting opportunity has arisen to work on urban resilience in Greater Manchester, managing a programme of work as part of the Local Resilience Forum (LRF) Trailblazer pilot, a government grant funded initiative. Greater Manchester is already recognised by the United Nations Office of Disaster Risk Reduction as a global leader in resilience and, through the LRF Trailblazer pilot, is seeking to innovate to improve further the resilience of Greater Manchester.

As the post holder you will report to the Chief Resilience Officer (CRO) within the Greater Manchester Combined Authority (GMCA). Your work will be delivered in a multi-agency environment. Civil contingencies activity across Greater Manchester is coordinated through the Greater Manchester Resilience Forum, a statutory partnership that brings together over 80 organisations involved in planning for, responding to and recovering from emergencies. With responsibility for delivering the LRF support function and work programme, you will work closely with LRF partners, central government, national LRFs and other agencies.

This opportunity comes at a pivotal and challenging time as Greater Manchesters Councils implement the latest Devolution Deal agreed with Government, the Greater Manchester Resilience Strategy and the outcomes of the Governments awaited resilience review.

Your Role Will Include


* playing a pivotal role in driving change and implementing the Greater Manchester Resilience Units (GMRU) business plan and LRF Trailblazer pilot, securing continuous improvement, and ensuring that priorities, objectives and statutory obligations are met.
* managing the LRF staff team, supporting the day-to-day business of the LRF, tracking progress, managing risks and evaluating performance, directing the team in emergency response, and their roles in supporting local authorities and the wider LRF.
* ensuring effective budget and financial management in respect of all aspects of your work, advising the CRO where challenges exist, including managing contractors and internal service arrangements.
* developing, maintaining, and promoting positive partnerships with local authorities, statutory and other agencies, the voluntary, business and academic sectors in order to achieve Greater Manchesters resilience priorities.

About You

You will have the drive, enthusiasm, and experience to lead the shaping and delivery of services to strengthen Greater Manchesters resilience. You will enjoy working under pressure, managing sometimes conflicting priorities, and, on occasion, working in fast-paced crises.

You Will

* be educated to degree level or equivalent.
* have extensive management and leadership experience in a partnership environment.
* have excellent communication and relationship management skills with the capacity to work with local politicians, senior managers, operational staff and different stakeholders.
* have experience in leading and motivating a team to achieve excellent performance, acting as a positive role model for leadership behaviours.
* have the ability to lead, direct, and develop staff to support the delivery of key priorities and objectives within agreed timescales.
* have experience in the co-design and implementation of new approaches to service delivery.
* have experience in the development and use of data, intelligence and technology to inform policy and service design.

Mandatory Requirements

* Due to the Units role in supporting the response to emergencies and major incidents in Greater Manchester, you will be part of the 365/24/7 on-call rota.
* The post holder must successfully undertake police security clearance through Greater Manchester Police.
* You must hold a full driving license and have access to a vehicle for business use for which casual car user allowance will be paid.
* You must be prepared to travel across Greater Manchester, and outside of Greater Manchester if business needs require.

This role is part of GMCAs hybrid working scheme. If appointed to the role you will work with your manager to agree and regularly review the best working pattern for you, your team and your work. GMP VETTING

This post requires Non-Police Personnel Vetting.

Applicants must have a minimum of 3 years UK residency for Non-Police Personnel Vetting. If an applicant does not have the minimum residency required eligibility would be considered on a case-by-case basis using all information that can be obtained following a successful application.
