Job Purpose
Great Britain's electricity system is undergoing an ambitious, exciting and vital transformation. Together with industry, we are creating a cleaner, greener system, one that protects the planet and serves generations to come.
It’s not every day that you have an opportunity to be the first to establish an energy team in Scotland. We are looking for an Energy Strategic Planning Technical Lead to be based in Scotland or in our Glasgow office, with hybrid working options.
The National Energy System Operator (NESO) is taking on the role of Regional Energy Strategic Planner. We will develop Regional Energy Strategic Plans (RESPs) for 11 regions across Great Britain, empowered through recent Ofgem decisions and ongoing consultation.
The Scotland RESP will reflect regional characteristics, considering renewables, heat decarbonisation, hydrogen, energy networks, transport, and flexibility. It will integrate regional needs into the broader British energy plan.
We need a Scotland-based team to work alongside other regional and central teams, forming the hub for energy planning that incorporates local inputs.
Developing the Scotland RESP requires collaboration with local organizations, including government and energy networks, to understand infrastructure needs and attract investment. Stakeholder engagement is key to unlocking the benefits of integrated regional energy planning.
This is the first regional presence, and you will be the first to establish and initiate energy planning in your region, working with your regional manager. Regional teams will expand in 2025.
The role involves being the technical engagement lead, applying your energy and system planning expertise to lead engagement with technical audiences and coordinate technical and data interfaces with central and regional teams. Your tasks include contributing to methodology and assumptions, stakeholder consultation, and validating local energy insights.
Lived experience and understanding of Scotland are essential.
Our immediate focus is to build stakeholder trust, establish our processes, and develop our capabilities in whole energy systems to support local actors and industry in credible net-zero plans.

As Great Britain’s electricity system operator, we balance supply and demand, ensuring electricity flows where needed, second by second.
In summer 2024, the ESO will transition to NESO, responsible for planning and operating Britain’s electricity and gas networks, with operational independence and regulation by Ofgem.
We aim to shape energy use and consumption for future generations, impacting nearly everyone in Great Britain.
Key Accountabilities
The specific responsibilities will depend on your experience and interests, with flexibility to meet regional and ESO needs. Key tasks include:
* Understanding regional energy system planning inputs and interfaces.
* Developing and implementing parts of the RESP methodology.
* Validating geospatial energy inputs and coordinating with the central team.
* Ensuring coordination within the regional energy planning team.
* Representing NESO’s regional planning to stakeholders.
* Engaging stakeholders to gather inputs and communicate assumptions.
* Supporting geospatial visualizations and stakeholder communications.
* Innovating analysis and presentation methods, building on team knowledge.
About you
We seek experts with a broad skill set, including:
* Technical experience in the energy sector and energy scenarios.
* Understanding of the whole energy system, with experience in specific vectors like networks, heat, hydrogen, or transport decarbonisation.
* Experience with energy distribution or transmission companies.
* Knowledge of geospatial data modeling in energy planning.
* Ability to translate complex data into understandable messages.
* Stakeholder communication and influence skills.
* Project management and coordination skills.
* Curiosity and willingness to learn about new areas.
* Potential for training and developing team members.
What you'll get
