We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation and remove barriers to delivery, ensuring alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Key Tasks:
* Understanding the financial and economic cases underpinning the Programme’s business case and bids.
* Ensuring programme deliverables align with strategic objectives, owning the change control process.
* Supporting the Programme Manager in managing changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting business management through whole life cost allocations.
The Team:
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, shaping digital services that transform regulation processes. You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required:
Beneficial but not essential:
* Experience working in a fast-paced, dynamic programme.
* Proficiency with Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order processes.
* Experience with business case development, approval, and assurance routes, including change control.
* Experience in digital programmes (helpful but not essential).
* Knowledge of governance around spend control and assurance processes.
* Ability to lead and engage stakeholders, driving innovation and best practices.
