About this opportunity
This is a high‑profile role working closely with the Senior Leadership Team to shape strategic direction and drive organisational change. You will lead the Council's Programme Management Office, guiding the development and delivery of the Council's change and transformation programme and championing continuous improvement to deliver measurable benefits. Partnering with staff, elected members, Trade Unions and key stakeholders, you will help create and identify opportunities to advance the Council's vision and ambition.
You will play a pivotal role in constructively challenging how the organisation operates, using evidence‑based approaches to ensure services remain customer‑focused, innovative and efficient. Balancing hands‑on leadership of complex programmes with high‑level professional support to senior leaders, you'll manage multiple projects through matrix working and collaboration. Strong interpersonal, analytical and communication skills will be essential to influence others, build momentum and successfully deliver transformational change across the Council.
Who we are looking for…

You'll be confident shaping business cases, leading diverse teams, and building influential, long‑lasting professional relationships. With strong political awareness and exceptional leadership skills, you'll motivate others, champion innovation, empower continuous learning, and bring people together to create meaningful, sustainable change.
Your expertise will span key areas such as legislation, community and voluntary sector development, and social inclusion, combined with an understanding of national and local government policy and emerging trends.
