About The Role
EKFB is proud to have been appointed by HS2 to deliver civil engineering works across an 80km section of the new high-speed rail link between the Chiltern Tunnel and Long Itchington Wood.
We are seeking to recruit a Utilities Construction Manager for our Calvert area of works. This role is based from our West Street compound, located just outside Buckingham. All applicants must hold a full driving license due to the location.
As Utilities Construction Manager, you will be responsible for a geographical area of works, ensuring a fully compliant system for the delivery of all Contestable Utility Diversions and Connections on time, within budget, and to quality standards.
You will work closely with the Designer, Statutory Undertakers, Construction team stakeholders, and HS2 to deliver utility designs and ensure coordinated proposals.
Your responsibilities include producing information supporting the ‘Utilities Process Coordinator’, managing the C4 - C9 NRSWA process, HS2 requirements, and ensuring contractual compliance. You will integrate with area Construction teams to deliver all aspects of the Contestable utility scope, including potential scope growth.
You will produce routine progress reports for the Utilities Project Manager and Construction teams, lead key meetings with stakeholders, and communicate actions and key points effectively.
Collaboration with all stakeholders is essential to ensure best practices are followed. You will notify Supply Chain partners, Statutory Undertakers, and other project partners according to the work schedule.
Identifying General Communication and Early Warnings to mitigate risks, issues, and opportunities is part of your role. You will also capture and distribute As-Built information around Utilities following EKFB protocols.
Working closely with the Utilities Project Manager and Commercial Manager, you will assist in completing Contestable Utility works, including adoption and handover procedures with Statutory Undertakers. Embedding safety practices from industry, HS2, and Statutory Undertakers into utility works is crucial.
You will actively promote and support Equality, Diversity, and Inclusion (EDI), complying with all related policies and initiatives. Adherence to EKFB BMS policies and procedures is required.

About You
* Degree or equivalent experience in project management, commercial management, civil engineering
* Experience delivering utility projects with Statutory Undertakers in power, water, gas, fuel, or telecom sectors
* Knowledge of New Road Street Works Act, HAUC, HS2 Act, Utility Regulations, and related legislation
* Understanding of the CDM Principal Designer role
* Excellent communication skills
* Must hold a driving license and have access to a vehicle
* Mandatory CSCS card (Black, White, White/Yellow, Yellow, or Red Experienced)
