Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges. The Testing Center (TC) is designed to provide input and analysis relative to the strategic planning process of the College. This is implemented by coordinating all aspects of the College’s testing administration and operations. Services are offered that augment, strengthen, and support the College’s commitment to academic excellence and student success. More specifically, the services are designed to assist new students with academic planning through academic placement testing in reading, writing, and mathematics. The TC is also responsible for providing: · English as a Second Language (ESL) assessment services to the College’s foreign student population, · assessment of Spanish, French, and German language skills through computerized placement testing, and · distance education and make-up testing services for VPCC and other VCCS students.
Under the direction of the Dean of Retention and Student Success, the Testing Center Manager provides strategic leadership, operational oversight, and administrative coordination for the Testing Centers at both the Hampton and Historic Triangle campuses of Virginia Peninsula Community College (VPCC). This position requires weekly travel and office hours at the Historic Triangle campus.
The Manager ensures the effective delivery of a wide range of testing services (to include academic placement, distance education, and make-up tests in accordance with the College’s Academic Placement Policy, along with the standards designated by the faculty, in alignment with institutional policies, academic standards, and community needs. Provide peripheral testing services to the community and other colleges and universities upon request at all VPCC campus locations. Minimum Qualifications:
Multiple years of experience in a testing center, educational administration, or related area.
· Experience managing staff and overseeing operations.
Demonstrated understanding of and a commitment to: the community college mission and purpose; teaching and learning; high academic standards; and student success
· Knowledge and experience using integrated software systems and Microsoft applications
· Skilled in establishing and maintaining effective working relationships with students, faculty/staff, and the public
Knowledge
· Principles, practices, and service delivery needs of a Testing Center.
· Americans with Disability law as it applies to testing and institutional testing guidelines and policies
· Role in administering high-stakes examinations for a variety of professional and licensing organizations.
· Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
· Test and deliver computer stations and test supplies, security, & Computer-based testing needs and procedures.
· Regulations, policies, standards, and procedures for the administration of certification and other commercial tests.
· Research and reporting methods, techniques, and procedures; principles and practices of data collection and report preparation.
· Modern office practices, methods, computer equipment and applications, including word processing, databases, and spreadsheet applications.
· Management of computerized testing systems, processes, and facilities, including hardware, software, and peripherals.
· Techniques for effectively representing the College in contact with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
· Techniques for providing a high level of customer service by effectively interacting with the public, vendors, students, and College staff, including individuals of various ages, disabilities, socio-economic, and ethnic groups.
