The City Council is looking for a Supported Housing Strategy Project Manager for a 12‑month fixed‑term contract. The role will lead on developing Manchester’s ambitious new Supported Housing Strategy, coordinating work to produce needs assessments, a new strategy, a delivery plan and a monitoring framework in line with statutory requirements.
Responsibilities
* Lead on developing Manchester’s ambitious new Local Supported Housing Strategy in line with the Supported Housing (Regulatory Oversight) Act 2023.
* Head up the multidisciplinary Local Supported Housing Strategy project team with lead commissioners in Adult Social Care and Children’s and other officers from across the Council.
* Coordinate supporting housing needs assessment work, including supply mapping, unmet need analysis and future demand forecasting.
* Champion resident experience, promoting independence, dignity, safety and high‑quality supported housing.
* Procure consultant support where required and oversee commissioning to ensure tight deadlines are achieved.
* Develop and track the delivery plan, including commissioning, quality assurance and oversight.
* Drive a partnership approach to achieving local outcomes.
* Ensure alignment with Manchester’s wider housing, health, social care, homelessness and community safety strategies.
Qualifications
* Proven ability to define, document and deliver complex, long‑term projects through to implementation.
* Experience in strategy development, with strong insight into patterns, trends and long‑term opportunities to shape a clear future vision aligned with council objectives.
* Strong analytical capability, able to interpret and synthesize complex data from multiple sources.
* High level of communication skills, able to convey complex information clearly and persuasively.
* Demonstrated ability to manage people, lead diverse teams, manage risk and decision‑making.
* Experience in commissioning and partnership working, with strong leadership in building local partner capabilities.
* Comprehensive knowledge of the Local Support Housing Regulatory Oversight Act and related statutory requirements.
