Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London, especially welcoming applications from people based in Cardiff and Glasgow.

Hybrid working – on average, currently one day per week in the office, or approximately 20% of the month.

Job summary

What if your next policy role could help shape a fairer energy system and change lives across the UK? Ofgem is looking for four Policy Advisors to help design and deliver major government schemes that support consumers, reduce fuel poverty and accelerate the transition to Net Zero.

Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers, especially vulnerable people.

We have three full-time, permanent opportunities to work on one of the most significant and high-impact portfolios in the public sector. These schemes total £12billion and support the UK’s Net Zero goals, tackle fuel poverty, and improve energy efficiency at scale. You’ll be vital in helping to deliver low-carbon electricity and rebates to households across the country, influencing policy at the point where it turns into delivery.

You’ll have the chance to work on a real variety of projects, pivoting and flexing to meet Ofgem’s needs through a sprint model of working. The major programme of policy development will deliver genuine improvements for consumers, improving the lives of those living in fuel poverty and supporting households across the country.

We’ll enable you to showcase your capabilities whilst developing a suite of new skills through our Learning and Organisational Development offering and Civil Service learning. You’ll discover the tools and expertise to build a platform on which to secure your future as we support a greener, fairer energy system.

You don’t need to be in a policy role already, but you’ll need strong analytical and communication skills, experience working with a variety of stakeholders, and the ability to manage competing priorities. Your passion for the energy sector and the journey to Net Zero and decarbonisation will make you stand out. Key Responsibilities and Outputs

Policy Development

* Responsible for high quality, timely, and robust analysis of core issue/s and policy options resulting in evidence-based recommendations.
* Drafting of clear and concise documents, including: briefings; policy documents; consultations (and consultation responses); impact assessments; guidance; decision letters and stakeholder correspondence.
* Supporting and directing key workstreams and projects, including responsibility for internal and external stakeholder engagement by prioritising, scoping and delivering work.

Stakeholder Management

* Effectively communicating the benefits, challenges and trade-offs of policy proposals to senior colleagues and partners.
* Ensuring delivery by effective collaboration across teams, supporting professions and other sources of evidence and expertise to both understand and manage risks and issues.
* Responsible for representing Ofgem externally, building constructive and supportive relationships to ensure challenges and issues are identified and resolved in consumers interests.
* Demonstrable interest and experience in public policy/energy/net zero. (Lead criteria)
* Strong analytical and problem-solving skills.
* Excellent written and verbal communication skills.
* Demonstrative experience in engaging with/managing multiple stakeholders.
* Ability to manage different work activities or workstreams to keep projects on track.
* Energy sector and regulatory knowledge with demonstrable understanding of Ofgem and the consumer needs it serves.
