The Regulatory Finance team provides Ofgem with the analysis, expert financial and economic advice that enables GEMA and senior leadership to make robust decisions that protect the consumer, whilst enabling vital investment across the energy sector. We are looking to recruit a Chief Financial Advisor to jointly lead Ofgems Regulatory Finance portfolio. We are looking to fill this role with a highly experienced finance professional.

The role of Chief Financial Advisor is an integral role providing expert leadership, analysis and guidance to Ofgem and GEMA on all matters of regulatory finance. In this role, youll be playing your part in creating regulatory policy that is great for customers, great for the environment, and great for investors in our energy system. You will lead a diverse team of around 15-20 multi-disciplinary professionals under the Regulatory Finance portfolio, advising on the financial and investable aspects of the licensees we oversee.

You will oversee and advise on Ofgems investor relations strategy. You will be an active member of the FRC leadership team and work closely alongside the Deputy Director for Regulatory Finance.

Person specification

Essential Criteria
* Track record of successful leadership of a finance team in the public or private sector with extensive experience of managing and developing diverse teams and ways of working. (Lead)
* Previous leadership experience in economic Regulation, specifically corporate finance (equity and debt) for examplein the financial sector,asa managing consultant/partner, strategic or financial analyst, and/or economist; likely with high quality post graduate finance qualifications. (Lead)
* Strong knowledge and experience of regulatory finance, including setting and operating price controls, cost of capital, regulatory funding models, treatment of tax, depreciation and capital adequacy requirements
* Strong quantitative and qualitative financial analytical skills, analysis of complex situations and policy decisions;
* Proven experience of providing high quality strategic and technical financial advice at board level
* The assessment and management of risk in complex projects against demanding deadlines; and creating and influencing diverse networks of people

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes.
