The role is responsible for managing utility services across the organisation’s housing stock and communal areas. This includes ensuring that electricity, gas and water supplies are correctly allocated to the appropriate suppliers and that all accounts are accurately maintained. The post holder will coordinate meter installations, removals and changes when required, while maintaining accurate records of all meters and supply points. A key part of the role is monitoring utility bills, identifying discrepancies and resolving issues with suppliers to ensure invoices are correct and payments are processed accurately.
The position also involves supporting the financial management of utilities. This includes verifying and processing utility invoices in line with internal procedures, assisting with budgeting and forecasting utility expenditure, and identifying opportunities to reduce costs and improve efficiency. The role will work closely with finance teams to reconcile accounts and resolve any billing queries.
The successful candidate will maintain regular contact with utility providers and brokers regarding contracts, tariffs and supply issues. They will support the procurement and renewal of utility contracts, monitor supplier performance and escalate issues where necessary to ensure service standards are maintained.
In addition, the role will act as a key point of contact for utility-related queries from residents and internal staff. This includes supporting residents with issues relating to communal energy supplies or metering and working collaboratively with housing officers, asset management teams and contractors to resolve supply-related problems.
The post holder will also ensure that all utility-related activities comply with relevant energy regulations and organisational policies. They will maintain accurate data relating to utility usage, meter readings and asset records, while also supporting internal reporting on energy usage and sustainability initiatives.
Person Specification
The ideal candidate will have experience managing utilities, energy accounts or facilities-related services, ideally within housing, property management, facilities management or a similar sector. They will possess strong organisational skills and be comfortable managing multiple accounts, suppliers and queries simultaneously. Experience handling invoices, resolving billing discrepancies and supporting financial reconciliation processes is important, alongside strong communication and stakeholder management skills. Proficiency in Microsoft Office, particularly Excel, is also required.
Experience working within a housing association or social housing environment would be beneficial, as would knowledge of utility procurement, energy contract management, or property and asset management systems. An understanding of energy efficiency or sustainability initiatives would also be advantageous.
The role requires someone who is detail-oriented, highly organised and proactive in solving problems. A strong customer service approach is essential, as the position involves supporting residents as well as internal teams. The successful candidate will be able to work collaboratively across departments while managing competing priorities effectively
