A client within the Public Sector based in Lincolnshire is currently recruiting for a Parking & Enforcement Manager to join their Facilities Management Team as soon as possible. The client is offering a full-time, temporary position on an ongoing basis, with the ideal candidate having experience of working within a local authority in a parking and enforcement environment. The Role The key purpose of the role is to provide visible leadership and operational management across all aspects of parking and street-based enforcement, ensuring statutory responsibilities are met and services deliver value for money. You will develop a proactive, high-performance culture within the team and ensure efficient, compliant, and customer-focused service delivery. Key responsibilities will include but not be limited to: • Managing day-to-day operations, including staff deployment, budget control, and performance monitoring. • Leading and developing the parking and enforcement team to achieve service excellence and continuous improvement. • Ensuring statutory compliance and alignment with relevant legislation, including the Traffic Management Act 2004 and Civil Enforcement of Parking Contraventions. • Overseeing enforcement of environmental crimes such as littering and PSPO breaches. • Providing expert advice on operational and enforcement matters to colleagues, senior management, and external agencies. • Leading operational initiatives, projects, and joint operations to maintain a safe and efficient transport network. • Managing incident and accident reporting, liaising with the Police, and supporting staff through investigations and court proceedings. The Candidate To be considered for this role you will require: • Experience in operational management within a parking, enforcement, or regulatory service. • Proven track record in leading and developing teams to deliver measurable performance improvements. • Good knowledge of relevant legislation, including the Traffic Management Act 2004, Environmental Protection Act 1990, and associated statutory guidance. The below skills would be beneficial for the role: • Excellent communication, influencing, and negotiation skills. • Strong IT literacy and familiarity with industry-standard systems. • Experience managing budgets and cost efficiency in public sector operations. The client is looking to move quickly with this role and as such is offering £30 per hour Umbrella LTD Inside IR35 (approx. £25 per hour PAYE).
