The Department for Environment, Food and Rural Affairs (Defra) is seeking an experienced project manager to lead the delivery of Defra’s Land Model Workstreams within the Geospatial (Land) Programme. This programme aims to support Defra outcomes by improving data efficiencies and reducing data debt across the group, ensuring consistent data use for informed decision-making.
The key objectives include:
* Delivering an authoritative land use and boundary map for England to support real-time land use change monitoring.
* Facilitating collaboration through a common land map across government departments, local authorities, and land managers.
* Providing accurate data for innovative technologies like drone surveillance and AI.
* Streamlining grants processes via improved land use data access, reducing fraud and errors.
* Integrating existing land datasets into a single data repository to prevent duplication and support data sharing.
* Developing a geospatial data standard framework in collaboration with relevant bodies.
* Establishing a Centre of Excellence to enhance skills in land model exploitation and geospatial capabilities.
Key responsibilities:
* Lead the land model workstreams, ensuring delivery within time, cost, and quality constraints using Agile methodologies.
* Manage the project team and act as the primary link between the programme and external delivery teams.
* Develop and refine project structures and business cases, ensuring assurance and resource commitment at all stages.
* Coordinate procurement activities and manage resources aligned with milestones.
* Identify, measure, and track benefits, developing a Benefits Realisation Strategy.
* Develop and maintain stakeholder relationships and support communication plans.
* Ensure robust governance and project assurance processes are in place.
* Manage business change effectively throughout the project lifecycle, engaging change management specialists as needed.
Project performance and controls:
* Develop project and programme plans, applying appropriate controls.
* Track progress against milestones and report at both project and programme levels.
* Identify and mitigate risks, issues, assumptions, and dependencies.
* Forecast, monitor, and manage project budgets monthly.
* Implement effective change management processes and attend stakeholder meetings, which may require travel to Crewe.
