This is a fantastic opportunity to join The Scottish Government in the Social Security Programme Division as a Delivery Manager helping to deliver vital benefits for the people of Scotland.
About Us
The Social Security Programme Directorate has been created to design and implement devolved benefits for Scotland, enabling the delivery of 16.5 million payments per year, to an estimated two million people.
This vacancy sits within the Programme Management and Delivery Division and will support our various teams within the programme.
Working with the latest tools, technologies and methodologies we aim to develop user-centred system, services and processes that build capability and enable the delivery of devolved benefits in Scotland.
About the role
This post plays a key role in the programme, as we continue to deliver new digital services to support the needs of our client and Agency users.
These services range from the Digital Portal, where clients can find information about benefits and submit their online applications all the way through to the processing and award of successful applicants. Delivery Managers play a pivotal role in owning and driving the delivery of these services right across the programme.
You will be supported in the next step of your delivery professional development through the use of our Delivery Manager pathway – mentoring, buddying and training. Responsibilities
As a Delivery Manager, you will manage key elements of the delivery across the programme. You will be leading multi-disciplinary teams to deliver complex digital and business services, driving forward progress at pace and to agreed timescales, managing competing priorities, breaking down barriers for the team, and both planning at a higher level and at detail to ensure key deliverables are met on time:
• Work alongside Product Owners to plan and manage your team's delivery, ensuring alignment with the wider programme plans.
• Lead and drive planning at both team and programme level, ensuring alignment between both - developing clear, pragmatic and manageable plans.
• Ensure that accurate planning and estimation enables capacity against demand to be efficiently delivered for your workstream.
• Become an expert and an advocate for Agile change, inspiring and leading with these principles across the programme.
• Manage the link between team and programme levels, i.e. responsibility for team ceremonies, planning support, scrum of scrums.
• Tools – be an expert to programme delivery teams in the use of key tools to make delivery more effective (Jira, Confluence, Miro, Slack etc).
• Coach and mentor team members to apply the most appropriate agile and lean tools and techniques (inc. working with the Community of Practice and the agile coaches).
Essential Digital Data and Technology (DDaT) knowledge:
1. Strong organisational skills, adaptable and able to deliver to agreed timescales and deadlines.
2. Able to build professional relationships with a range of internal and external stakeholders in order to drive delivery.
3. Able to work as part of this evolving team, while being comfortable working alone on key work streams.
4. Able to identify and source relevant information to align with ways of working and delivery methodologies.
