Role - Head of Highway Operations
Rate - Inside IR35
Initial 6 month contract - 4 days p/w
Provide vision, strategic direction, and visible leadership for the Highway Operations Service. Ensure delivery against service plan outcomes by providing a safe, innovative, efficient, and effective service.
Overall accountability for the safety and wellbeing of employees, contractors, and those interfacing with our service. Develop and promote a mixed economy delivery model, ensuring sustainable succession planning and value for money outcomes.
Key Responsibilities:
* Lead the Highway Operations Service in construction, maintenance, and related tasks on the highway network. Act as a figurehead for internal delivery teams.
* Deputise for the Assistant Director Highways Delivery when necessary.
* Maintain the reputation of the service through excellence and stakeholder feedback.
* Ensure projects and activities are delivered effectively, adhering to standards and best practices.
* Manage risks proactively using industry best practices.
* Deliver adverse weather and emergency works services, including winter maintenance.
* Ensure health, safety, quality, and environmental performance standards are met.
* Develop a sustainable business model to maximize value for money and maintain a skilled workforce.
* Create and manage a resourcing strategy, including succession planning and talent management.
* Provide technical and strategic leadership in highway areas and construction supply chain management.
* Operate a commercial function to control costs, estimate, and ensure contractual compliance.
* Support delivery on tasks for other services and collaborate with external partners.
* Develop opportunities for collaboration and continuous improvement.
* Implement systems for feedback, risk management, and process audits.
* Maintain a procurement pipeline and ensure compliance.
* Engage staff in planning and value for money improvements.
* Work with unions to maintain industrial relations.
* Prepare and recommend budgets in collaboration with other heads of service.
