Job Overview
The post holder will be responsible for the development and delivery of safe, responsive and effective child and adolescent mental health services (CAMHS) in Tower Hamlets. The lead psychiatrist will provide clinical leadership oversight with particular emphasis on ensuring the provision of a high quality, evidence-based service, within available resources.
* This role will attract a 10% Responsibility Allowance.
* The appointment will be for three years subject to satisfactory performance at annual reviews, with possible further extension subsequently.
Main duties of the job
To support the Associate Clinical Director (ACD) in the provision of clinical leadership to Tower Hamlets CAMHS, represent the service in multi-agency meetings, lead Quality and performance initiatives and support the and General Manager in the management of clinical staff in the locality.

Essential criteria
* To be jointly responsible with the ACD for Tower Hamlets CAMHS for ensuring the delivery of a safe, responsive and effective clinical service
* To support the ACD to ensure that clinical practice in Tower Hamlets CAMHS is evidence based and effective
* To ensure that the General Manager and Associate Clinical Director as relevant have full and accurate clinical advice from staff working the service, providing professional advice on quality, performance and other issues as required
* To have an overview of medical activity and staffing levels and ensure that there are robust arrangements to deal promptly and appropriately with referrals
* To be appropriately involved in the selection and appointment of key staff within the service
* To work with clinical and managerial colleagues to ensure that agreed levels of service are provided
* To ensure appropriate clinical input to infrastructure developments locally
* To foster partnership working with other groups and agencies
* In addition to the Tower Hamlets CAMHS Strategic Planning and Commissioning Group Meetings and Management Meetings, to attend the CAMHS Directorate Quality Committee and meet regularly with the CAMHS Clinical Director and other Lead Clinicians
Essential Criteria
* To lead on the implementation of Quality Initiatives throughout the service
* To support good practice on equality, diversity and cultural issues for staff and service users
* To support the Audit Lead in prioritising and coordinating a programme of multi-disciplinary audit and to monitor the implementation of audit recommendations
* With ACD, General Manager and senior management colleagues to implement recommendations following incidents and complaints
* To ensure and be responsible for development and review of Policies and Procedures and responses to reports/audits by external groups and agencies
* To ensure that proper arrangements are in place to safeguard children
* To support the Clinical Director in managing the medical workforce by taking responsibility within Tower Hamlets CAMHS for Consultants’ annual appraisals, reviews of PDPs and job plans. To ensure that other doctors within the service are appraised annually in line with Trust policy
* To act as principal contact with the ACD and General Manager when medical staffing issues arise
* To ensure that proper arrangements are in place to address training of postgraduates and teaching of medical undergraduates

We provide a wide range of community health and mental health inpatient services to children, young people, adults of working age, and older adults in The City of London, Hackney, Newham, Tower Hamlets, Bedfordshire and Luton. We also provide psychological therapy services to the London Borough of Richmond, and provide Forensic services to the whole of North East London. We provide services in urban and rural settings, sometimes in our inpatient units, but mostly in the community close to where people live. Integrated care is key in making the best use of resources and providing effective care.
