About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.
The VSBA upgrades and expands existing schools and plans, designs, and builds new schools to meet enrolment demand. It also supports schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants. With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a significant kindergarten construction program.
About the Division
The Strategy and Planning Division is responsible for the VSBA's operating framework, investment strategy, policy setting, asset information management, budget strategy and coordination, along with the delivery of specific school strategies, costings, resource allocation for growth, maintenance, and projects through school application-based programs. The division also plans and coordinates the delivery of new early childhood facilities and supports the wider early childhood sector to build, improve, and upgrade infrastructure through various grants programs, including those that fund inclusive kindergartens for children of all abilities.
About the Asset Planning Branch
The Asset Planning Branch designs and delivers school-level infrastructure strategies, manages school application-based and maintenance funding programs, allocates relocatable buildings to address enrolment growth, conducts cost analysis of infrastructure projects, and maintains asset data and management systems for school buildings.
Information and Reporting Unit (IRU)
The IRU maintains asset data for all Victorian government schools, handling land and building data from over 1,800 school sites within a $20 billion asset portfolio. It provides reports supporting core functions, including capital works planning, investment modeling, cleaning management, data visualization, and funding reporting. IRU also plays a key role in calculating school maintenance funding, advises principals on asset management, and ensures data quality standards are met.
About the Role
The Project Analyst in the IRU is responsible for:
1. Capturing, updating, and reporting all physical land and building asset information in the IAR Asset Management System.
2. Providing research, advice, consultancy, and support to team members.
3. Analyzing issues, identifying options, and recommending solutions using appropriate research methodologies.
4. Implementing data analytics, best practices, and workflow efficiencies.
5. Contributing to core documents like the Business Plan, Risk Register, Stakeholder Engagement Plan, and dashboards.
6. Providing data analysis for reports, briefing notes, proposals, and stakeholder communications.
7. Proposing solutions to issues and supporting timely outcomes.
8. Offering technical expertise in asset data requirements, collection methodologies, and management projects, ensuring compliance with Victorian Data Quality Standards.
Attributes
The ideal candidate will be proficient in Advanced Excel, SQL Server, Access, SPSS, SAS, and automation. Knowledge of spatial/GIS tools such as AutoCAD, Revit, MapInfo, and MapBasic, and familiarity with spatial data formats, is desirable.
Desirable Qualifications and Experience
Further, tertiary qualifications in Mathematics, Statistics, Architecture, Planning, Building, Geospatial Information, Construction, or related fields are essential.
