About you:
You are an experienced housing professional with a strong understanding of tenancy management, homelessness and the challenges faced by people at risk of losing their homes. You are passionate about supporting individuals to sustain their accommodation and prevent homelessness through early, practical intervention.
You bring experience of working in a customer‑facing housing or support role, with a sound knowledge of landlord and tenant law, tenancy rights and responsibilities, and safeguarding. You are confident working with individuals with a range of needs, including those facing complex or challenging circumstances, and you approach your work in a calm, professional and solution‑focused way.
You are a strong communicator, able to build positive relationships with tenants, landlords, partners and colleagues. You can manage sensitive situations effectively, using negotiation and problem‑solving skills to resolve issues such as tenancy breakdown, arrears, or disputes.
You are organised and able to manage a varied caseload, balancing competing priorities while maintaining accurate records and meeting deadlines. You are confident using IT systems to record activity, monitor cases and support service delivery.
You work in a trauma‑informed, non‑judgemental way and are committed to equality, diversity and inclusion. You take pride in delivering high‑quality customer service and are motivated to make a real difference by helping people sustain safe, stable housing and improve their long‑term outcomes.
About the role:
As a Tenancy Management Officer, you will play a vital role in helping people sustain their council accommodation and prevent homelessness. Working with tenants and partners, you will provide practical support, advice and early intervention to address issues such as tenancy breakdown, rent arrears and disputes.
You will manage a varied housing management caseload, working proactively to identify risks and put in place solutions that help individuals remain in safe, suitable housing.
Operating in a fast‑paced and customer‑focused environment, you will take a person‑centred, trauma‑informed approach to your work, balancing support with clear decision‑making. Through your work, you will contribute to reducing homelessness and supporting long‑term housing stability across the city.

Exeter City Council is transforming its Housing Needs and Homelessness service to create a more proactive, compassionate, and effective system for the city. Following a comprehensive review of our homelessness pressures, we have redesigned our services to focus on early intervention, trauma informed practice, and integrated multi agency working. This transformation includes new specialist teams, a strengthened commissioning model, clearer pathways, and a renewed focus on prevention, quality, and outcomes for vulnerable residents.
