A fantastic opportunity has arisen for a Procurement Lead to join, a well-established civil engineering contractor in their Subcontract division. delivering innovative, sustainable projects across the South Coast.
You will lead the end-to-end subcontract and agency labour procurement function, owning processes from supplier onboarding and pre-qualification through tendering, order placement and post-award relationship management. Working closely with estimating and commercial teams, you’ll ensure compliant, value-for-money outcomes, robust supply-chain governance, and strong performance management across live projects.

Procurement Lead Job Overview
* Operate to the company Integrated Management System (IMS) and all relevant policies and procedures.
* Deliver timely onboarding/pre-qualification of new subcontractors to meet project requirements.
* Maintain and continually improve the approved supply-chain database, onboarding new providers as required.
* Prepare and issue tender enquiry packs on behalf of estimating and commercial teams.
* Manage tender Q&A/clarifications and coordinate responses during the tender period.
* Complete full tender analyses, including commercial comparisons and technical/commercial review of qualifications and exclusions.
* Build, develop and maintain collaborative relationships with key subcontractors and labour suppliers.
* Plan and conduct subcontractor audits to assure compliance
* Manage a database of labour-only suppliers and ensure compliance with off-payroll working rules (IR35).
Procurement Lead Job Requirements
* Proven experience as a Subcontract Buyer or Quantity Surveyor within Civil Engineering
* Strong negotiator with a track record of achieving value-driven outcomes.
* Good understanding of HSEQ/QHSE legislation and supply-chain compliance.
* Demonstrable experience running competitive tenders, negotiating terms, and managing supplier performance.
* Working knowledge of standard forms of construction contract (e.g. NEC/JCT) and subcontract terms.
* Experience with procurement/ERP or cost management systems (e.g., Evision/COINS or similar).
* Clear understanding of tendering and procurement processes across pre- and post-contract stages.
* People management and stakeholder engagement skills with the ability to influence at all levels.
* Familiarity with certified management systems: ISO 9001:2015, ISO 14001:2015, ISO 45001:2018.
