Overview of the job
The Business Manager post provides support to the Head of Operational Function, making recommendations on operational and administrative requirements. It acts as an interface between the Head of Operational Function, Divisional Hub, cluster staff and other agencies on a wide range of issues. The post is non‑operational but requires an understanding of Probation procedures and policies across the organisation, both operational and at HQ. The role reports directly to the Head of Operational Function and includes line‑management responsibilities for the Diary Manager and Senior Administrative Officers.
Summary
To support the Head of Operational Function, the Business Manager ensures performance across the Function or Cluster is monitored, issues are highlighted and opportunities to improve efficiency and effectiveness are pursued. The role provides timely information and recommendations to help the Head of Operational Function operate effectively, maintaining good working relationships. It acts as a single point of contact on key areas including Litigation, Complaints, Information Assurance, Communication and Business Continuity, and provides signposting as necessary. The Business Manager manages the estate portfolio, is the Estates Liaison Officer, and oversees Health and Safety compliance, including risk assessments. The role also manages relationships with internal and external stakeholders to support partnership working.
Responsibilities, Activities & Duties
* Assist with the Deputy Director/Head of Operational Function’s workload and oversee their workload to ensure appropriate prioritisation and deadlines are met.
* Review and action all papers and correspondence submitted to the Head of Operational Function, responding on their behalf.
* Monitor the Functional or Cluster Delivery Plan and risk register, keeping the Head of Operational Function informed of progress.
* Effectively manage health and safety within the operational portfolio, including risk assessments and staff awareness of personal responsibility.
* Lead the cluster’s approach to Business Continuity, Information Security and Data Protection.
* Work with colleagues to develop plans and strategies to mitigate risks.
* Implement and maintain operational and management information systems to monitor and report performance by division, locality, function and cluster, identifying operational, resource or organisational issues that may impact performance.
* Analyse business information, determine relevance and benefits, and compile information reports for the Head of Operational Function and senior managers.
* Update the Head of Operational Function on policies and procedures, including implications for colleagues and recommendations for action.
* Identify national and divisional priorities and support the Head of Operational Function to respond to emergent issues.
* Promote a culture of innovation and continuous improvement by conducting reviews and making recommendations.
* Attend meetings on behalf of the Head of Operational Function when necessary, maintaining a professional image at all times.
* Ensure systems are in place for the management of investigations commissioned by the Head of Operational Function.
* Maintain mechanisms to monitor the Functional or Cluster establishment and complete the National Workforce Planning Tool.
