About the Role
We are looking for a motivated and forward thinking Assistant Manager (Technical) to support the Operations Manager in delivering high quality, safe, and sustainable highway maintenance and public rights of way services across Conwy.
This is a key leadership position, responsible for:
* Coordinating capital highway refurbishment programmes
* Managing Area and Drainage Maintenance Officers and specialist rights of way staff
* Leading on asset management processes, data analysis and investment planning
* Overseeing winter maintenance planning and updates to the Winter Maintenance Plan
* Ensuring service performance, compliance, and continual improvement
* Participating in the out of hours duty rota as Duty Control Officer
You'll play a vital part in shaping Conwy's infrastructure and ensuring that residents and visitors can travel safely across our extensive highway and rights of way network.
What You'll Be Doing
* Developing and improving strategic asset management plans and operational procedures
* Analysing technical and operational data to prioritise programmes of work
* Managing budgets and forward planning service delivery
* Working closely with in house engineering teams, contractors, and partner services
* Leading, coaching, and developing staff to deliver excellent frontline services
* Conducting inspections, audits, investigations, and technical assessments
* Ensuring health & safety, quality standards, and legislative compliance across the service
What We're Looking For
We're seeking someone who is:
* An experienced technical or highways professional with significant management experience
* A confident leader who can motivate, influence, and support both operational and technical staff
* Highly organised, analytical, and able to manage complex workloads under pressure
* Effective at developing partnerships and communicating with a wide range of stakeholders
* Committed to delivering high quality public services and continuous improvement
* Able to work across the county, including challenging terrain, and take part in an out of hours rota
Essential Requirements:
* Relevant degree level qualification
* Or a professional qualification in a related discipline
* Or a minimum five years' experience in a technical or management role in highway maintenance
* Strong understanding of highways and public rights of way legislation, engineering methods, contract management and procurement
* Ability to communicate effectively in English
Desirable:
* HNC in Civil Engineering
* Welsh language skills
