MAIN PURPOSE:
The Payroll Services Centre (PSC) provides a range of payroll, pension, and travel functions across the Health and Social Care organisations on behalf of the Business Services Organisation.
The post holder will assist the Payroll Services Delivery Manager (SDM) in all aspects of the payroll function within the PSC in line with Service Level Agreement (SLA) requirements. They will deputise for the Payroll SDM where necessary to lead and manage payroll teams in providing a professional, efficient, and high-quality service within defined processing timescales and targets.
The postholder will deliver payroll activities in line with all legislative and statutory requirements, ensuring strong governance mechanisms are in place.
The postholder will ensure all payroll processes are accurate, timely, and meet data integrity and audit requirements.
The postholder will be required to provide training and support to Payroll Team Leaders and payroll staff across the centre, especially those under their management. They will contribute to continuous improvement initiatives aimed at enhancing payroll processes across the HSC.
MAIN DUTIES / RESPONSIBILITIES
1. Act as a senior point of contact within PSC for HSCNI colleagues, ensuring appropriate delegation of issues to Payroll Team Leaders and Officers.
2. Lead the team in analyzing, investigating, and resolving complaints promptly, documenting lessons learned to inform process review and staff training.
3. Represent PSC at meetings and court hearings, providing specialised payroll knowledge.
4. Assist with preparing returns and reports required by legislation and policy, such as FOI requests, Assembly Questions, and year-end reporting.
5. Support the SDM in developing and implementing system changes within PSC, including user acceptance testing.
6. Contribute to staff recruitment and selection processes.
7. Ensure all audit recommendations are addressed and risks are properly managed.
8. Take responsibility for personal performance and development.
9. Monitor and review staffing levels to ensure adequate service provision.
10. Delegate responsibilities appropriately within the team, maintaining accountability for results.
11. Handle disciplinary matters as per BSO procedures.
ESSENTIAL CRITERIA
* Degree in Finance or Business-related field or equivalent/higher qualification with 2 years' experience delivering high-volume, deadline-driven payroll/finance services, including at least two years in staff leadership within a payroll/finance environment.
* OR
* 5 years' experience in delivering high-volume, deadline-driven payroll/finance services with at least two years in staff leadership.
And also:
* At least 1 year of experience using Microsoft Office products, including Word and Excel.
* 2 years' experience managing a complex computerized payroll system in a target-driven environment, with knowledge of HMRC regulations and employment legislation related to payroll.
* Experience working with diverse stakeholders internally and externally to achieve successful outcomes.
* Experience in the use of a computerized payroll system.
