Job Overview
To provide asbestos management expertise to the Head of Operational Estates in actively managing asbestos across the Health Board’s property portfolio, ensuring the asbestos management plans are applicable and delivered effectively while remaining compliant with current Control of Asbestos Regulations. The role is critical to support the Local Health Board in this area of potential high risk and in maintaining safe service delivery within the existing property portfolio.
The ability to speak Welsh is desirable; English and Welsh speakers are equally welcome to apply.
Main duties of the job
* Undertake all asbestos management duties and interact with operational managers, project managers and their employees, maintaining professional relations with supply partners to ensure statutory compliance, without unlawful discrimination and in accordance with the BCUHB Equality and Diversity in Employment and Service Delivery Policy.
* Support and advise Operational Estates Managers and Project Managers in their duty to manage roles, and act as duty to manage on‑call person during and outside normal working hours.
* Develop existing asbestos management systems and implement changes to improve effectiveness of current arrangements, including management surveys, record management, re‑inspections and priority actions to safeguard the Health Board.
* Analyse existing asbestos surveys, identify where re‑surveys are required in a risk‑based, time‑based programme, and manage a prioritised programme of re‑surveys and resultant actions to manage risk‑rated asbestos materials.
* Maintain and continuously update efficient methods for sharing information across the BCUHB, collating and analysing data held in asbestos surveys and records and using this information to develop a prioritised programme of remedial works.

Qualifications
* Qualification in BOHSP Module S301, P402 or P405 – Masters level.
* Cymhwyster Iechyd a Diogelwch Tystysgrif Genedlaethol NEBOSH neu gyfwerth.
Desirable qualifications
* Management or equivalent leadership qualification and commitment to seeking such a qualification.
Experience
* Evidence of significant expertise and knowledge acquired in an NHS estates environment.
* Experience managing asbestos over a large multi‑discipline, multi‑site organisation.
* Record of involvement in complex operational estate functions.
* Demonstrates evidence of innovation and improvement in implementing solutions.
