Job Title: HSEQ Manager (Highways & Civil Engineering)
Location: Dartford (with regular site visits across the South East)

Reports to: Operations Director / Managing Director
Role Overview
We are seeking an experienced HSEQ Manager to lead and continuously improve Health, Safety, Environmental and Quality performance across our highways and civil engineering operations. The role will be based in Dartford and will involve frequent site presence to support delivery teams, ensure compliance, and drive a strong, proactive safety culture.
Previous experience within the highways sector is highly desirable.
Key Responsibilities
Health & Safety
* Develop, implement and maintain the company’s HSEQ management systems in line with ISO standards and client requirements
* Ensure compliance with all relevant legislation including CDM Regulations, HSG guidance, and highways-specific standards
* Carry out site inspections, audits and behavioural safety tours across multiple projects
* Review and approve risk assessments, method statements (RAMS) and temporary works procedures
* Lead accident, incident and near‑miss investigations, ensuring root cause analysis and corrective actions
* Act as the principal point of contact for HSE inspectors and external auditors
Environment
* Manage environmental compliance on highways and civil engineering projects, including waste, pollution prevention and sustainability initiatives
* Support project teams with environmental risk assessments and environmental management plans
* Monitor and report on environmental performance and incidents
Quality
* Oversee quality assurance systems to ensure works meet contractual, client and statutory requirements
* Support inspections, testing and quality audits on site
* Drive continuous improvement and best practice across the business
Training & Culture
* Deliver toolbox talks, briefings and HSEQ training to site and office staff
* Promote a positive safety and quality culture throughout the organisation
* Provide practical, solutions‑focused advice to operational teams
Skills & Experience
* Proven experience in a HSEQ, SHEQ or H&S management role within civil engineering or construction
* Strong working knowledge of UK H&S legislation and CDM Regulations
* NEBOSH General Certificate (or equivalent)
* IOSH membership (TechIOSH, GradIOSH or above preferred)
* Ability to influence, challenge and engage at all levels of the business
* Full UK driving licence
* Highways sector experience (e.g. schemes under NHSS, local authority highways, utilities, or major roadworks)
* NEBOSH Construction Certificate
* Chartered IOSH (CMIOSH)
