We are looking for an experienced individual to join us as a Payroll Team Leader, who can bring a wealth of NHS knowledge and payroll experience to our team of 95 payroll colleagues.

The post is based at Viscount House, Darwen, however the successful candidate will be required to travel to our Salford office on a regular basis.

Main duties of the job

As a Payroll Team Leader, you will be responsible for the day to day management of one of our Payroll Teams, processing monthly and weekly payrolls, within our set deadlines.

You will be the first level of support for some of our Payroll Team, therefore must be able to maintain effective working relationships, whilst providing training on a day to day basis in all aspects of payroll and pensions work.

You will be expected to analyse, collate and balance statutory deductions and prepare complex reports for internal and external agencies in a timely and accurate manner.

One of the main responsibilities is to plan, manage and collate information ready for input into the ESR system, in line with AfC and Medical & Dental Terms and Conditions, in order to make correct payments to NHS employees. This involves the use of multiple URP’s within the ESR system.

Calculations of statutory and occupational payments will also be required, therefore knowledge in relation to these regulations is essential.

You must have strong communication and organisational skills, alongside a strong knowledge of NHS Payroll and Pension legislation.

Our payroll services are successfully delivered providing over 100,000 payslips per month across 13 large NHS Trust/ICBs throughout the country in addition to weekly payrolls, ensuring employees are paid accurately and on time.

Established in 2002, ELFS is a proven NHS owned Shared Service solution providing Financial and Payroll services to thirty-four NHS client organisations and one CIC’s throughout the country from its Head office in Darwen, Lancashire with a satellite unit based at St James House, Salford.


Our payroll department provides a comprehensive Payroll, Pensions, Expenses and Service desk to our clients. Detailed job description and main responsibilities

Each day brings unique but satisfying tasks in ensuring NHS staff are accurately and paid on time. Duties will include:-

1. Ensuring the payroll team provide a customer focused service to client organisations, dealing sensitively with queries in line with Client Trusts agreed response times
2. Calculating pensionable pay and to facilitate the accurate payment of pensions to retired employees. Validating and correcting Pensions data within Pensions Online (POL) on a regular basis
3. Making complex calculations to verify ESR Retro calculations, involving the assessment of arrears or under / over payments
4. Maintaining accurate ESR data in respect of all employees
5. Participating in internal payroll process review meetings
6. Keeping up to date with and have an excellent understanding of AfC, Medical & Dental, NHS Pension Regulations
7. Processing monthly and weekly payrolls
8. Reviewing the performance of team member

Education and Qualifications

Essential criteria

9. Minimum of 5 GCSEs including Maths & English at Grades 9- 4 (A*-C) or equivalent qualifications, OR experience of working in a Payroll or Pensions department.
10. Degree level qualification or equivalent experience

Desirable criteria

11. GCSE’s in 5 other subjects 9-4 (A*-C) or equivalent
12. CIPP in Payroll Administration or equivalent experience of working in a Payroll Environment
13. Achieved either AAT member, Diploma in Payroll Management, NVQ Level 5 or relevant experience that equates to the qualification

Knowledge and Experience

Essential criteria

14. Detailed knowledge of pay procedures and statutory legislation and experience of working in a payroll department
15. Experience of working in a large Payroll / Pensions environment
16. Comprehensive knowledge of computer input and the use of Microsoft applications in particular Excel.
17. Experience of managing, supporting, developing and motivating staff.

Desirable criteria

18. Knowledge of NHS Terms and Conditions
19. Knowledge of ESR Payroll or Payroll Experience
20. Experience of ESR Oracle pay systems
21. Experience in local government
22. Experience and knowledge of Statutory pension legislation
