Key Responsibilities
* Define and lead the utilities strategy for the full project lifecycle, aligning with programme objectives and delivery milestones.
* Own the utilities P&L, ensuring cost‑effective planning, procurement, and delivery of all utility‑related works.
* Build, lead, and develop a high‑performing utilities team, establishing clear roles, responsibilities, and succession planning.
* Establish and implement safe systems of work for all utility operations, aligned with industry best practice and regulatory compliance.
* Coordinate all service supplies to site, including potable water, telecommunications, electricity, and other critical services — managing delivery to site boundaries before handover to construction teams.
* Oversee the central coordination and control of utility survey data, ensuring PAS128 compliance and acting as custodian of the utility information model.
* Develop and manage procedures for working around utility assets, ensuring safety, efficiency, and protection of third‑party infrastructure.
* Build and maintain strong relationships with utility asset owners, including but not limited to ENWL, Cadent, BT, and United Utilities.
* Identify, plan, and manage all utility diversions or mitigation works required for the permanent works.
* Act as a key stakeholder interface — not only with utility providers but also with United Utilities’ customers and wider project partners.
* Collaborate closely with delivery teams to ensure seamless integration of utility works into construction sequencing and logistics plans.
Qualifications
* Proven experience leading utility teams on major infrastructure or construction projects.
* Strong commercial acumen — including ownership of P&L and cost management.
* Demonstrable experience working with key UK utility providers and asset owners (experience with ENWL, Cadent, BT, and United Utilities highly advantageous).
* Deep understanding of utility surveying, coordination, and diversion processes — with working knowledge of PAS128.
* Excellent stakeholder management skills — able to influence at all levels and bring multiple parties together towards a shared outcome.
