Job Duties

To manage a staff of professional procurement positions and develop, implement, interpret and revise policies and procedures relating to all phases of administrative procurement operations. Ensure that contracts are established when in the best interest of the agency and also ensure compliance of same to provisions of the Virginia Public Procurement Act and other relevant policies and procedures. Acts as primary contact with Division of Purchasing and Supply.
Minimum Qualifications
Considerable knowledge of, and experience with state government procurement practices and procedures, eVa and the Agency Procurement and Surplus Property Manual. Considerable experience in the development and maintenance of operating procedures and quality standards. Effective Communication skills both oral and written. A Virginia Contracting Officer Certificate (VCO) must obtain within 12 months.
Additional Considerations
Supervisory experience, experience in a Manufacturing operation, and considerable knowledge of State Procurement System (eVA). Certified Professional Public Buyer (CPPB). Certified Public Procurement Officer(CPPO) and/0r Certified Purchasing Manager (CPM) certificates
