About The Role

Lead the ongoing advancement and refinement of Signalling asset management plans and strategies across Scotland's Railway network. Establish policy frameworks which remain flexible and responsive to new challenges and operational demands. Take ownership of creating detailed specifications and establishing robust acceptance criteria for all Signalling-related projects, guaranteeing that every investment remains within the established project scope, complies with company asset policies and rigorous quality standards.

Deliver tailored, region‑specific Signalling support to maintenance teams, focusing on the unique needs of each delivery unit. Improve the effectiveness and efficiency of maintenance operations, ensuring alignment with broader strategic objectives and delivering consistently high asset performance. Proactively address emerging issues and continuously improve signalling asset management practices to enable an asset base that is better equipped to uphold reliability and deliver consistent high performance.


Key Accountabilities

* Lead the development of Scotland's signalling asset management plans, including all maintenance, renewal and investment activity and lead the development and management of the associated prioritised investment workbank. Manage the inclusion of all investment items into appropriate programmes and track through to completion, including approval of programme changes. Determine and advise on the implications if work is not undertaken in the recommended time‑frame.
* Monitor region / route asset management plans to confirm that they are appropriate to deliver required regulatory outputs and amend the plans as necessary to deliver compliant output targets. Agree maintenance activity volumes with delivery unit teams.
* Sponsor Signalling renewal and incremental enhancement schemes, unless specific other arrangements have been made. Review investment papers for compliance to national requirements and participate in funding negotiations.
* With other members of the asset management team review renewal and enhancement proposals to optimise engineering activity across the railway infrastructure system and resolve critical technical problems.
* Manage the development of renewal and enhancement schemes to meet Network Rail's goals in line with company asset policies and standards from project inception to transfer to delivery. Following transfer, provide technical resource to support development and implementation of projects to confirm technical requirements are sufficient, correctly interpreted and any changes agreed. Check completed schemes are appropriately assessed to determine they meet the project remit.
* Manage the specification of acceptance criteria for Signalling works including design approval, acceptance of equipment and hand back to maintenance as appropriate. Where necessary check that the acceptance processes are being discharged.
* Act as the regional engineering authority for engineering deliverables associated with renewal and enhancement activities unless formally delegated to others.
* Provide professional engineering leadership and manage the provision of a comprehensive Signalling support service focussed on specified delivery units, but also supporting other delivery units when required. Provide nationally consistent advice and guidance in the production and acceptance of business focussed renewals proposals. Manage the monitoring and improvement of the technical competence of Signalling engineers in specified delivery units.
* Regional leadership and expertise for signalling engineering, supporting senior management in maintenance, operations and the wider business. Proactively addressing emerging issues and continuously improving signalling asset management practices to enable an asset base that is better equipped to uphold reliability and deliver consistent high performance.
* Manage the arrangements for technical briefing of engineers in specified delivery units in order that the purpose, as well as the content of standards, specification, etc. is understood.
* Review and approve derogations and non‑compliances to standards in compliance with delegated authority framework. Manage the response to applications outside of own delegated authority.
* Collate any issues of national significance and liaise with the national team to develop and spread consistent best practice. Support the development and review of national standards relating to renewals and enhancements. Collate, review and manage progression of potential improvements to standards from specified delivery units; provide feedback to the originators.
* Lead engineering verification activities and provide resource to support delivery of national verification and maintenance audit programmes.
* Lead and conduct investigations into significant failures that affect the safety and condition of assets, assist with the management of actions to mitigate risk of recurrence.


Salary

£85,395 – £101,323.

Secondment Details

This is a 6‑month secondment opportunity. The secondment may be extended and, if permanency becomes possible, this will be reviewed in due course and the role may not be re‑advertised.


Essential

* Chartered Engineer.
* Broad and extensive [discipline] engineering experience, particularly related to renewals and enhancements.
* A detailed understanding of the maintenance of [discipline] assets.
* A sound knowledge of technical, safety and performance standards relating to [discipline] engineering.
* Proven ability to lead engineering activities in a business environment.
* An understanding of safety management systems and risk assessment techniques.
* Experience in the integration of complex engineering systems.
* Understanding of CDM regulations.


Desirable

* Relevant management qualification.
* Expertise in engineering management in a safety‑critical industry.
