Key Responsibilities
1. Work with the Clinical Services Manager, the Locality Clinical Lead, and the Locality Safeguarding Lead to provide operational management and leadership to the locality Health Child Programme 0‑19 teams, ensuring delivery of a high‑quality, efficient and effective service that meets all objectives and key performance indicators.
2. Daily development, management and leadership of the 0‑19 integrated teams and their working practices.
3. Locality management and leadership in line with Trust objectives, reflecting Cambridgeshire Community Services corporate and strategic objectives.
4. Foster morale and motivation through effective personal leadership, ensuring views and decisions are communicated across the management and service structure.
5. Implement effective communication strategies to promote staff involvement.
6. In conjunction with the 0‑19 Services Manager, Quality and Service Improvement Lead, clinical colleagues and other stakeholders, implement new ways of working at a team level, taking appropriate advice from corporate colleagues, such as skill‑mix reviews and other staffing strategies.
7. Provide all staff with appropriate leadership, support and training to undertake their jobs satisfactorily.
8. Undertake agreed country‑wide leadership and support, develop and implement specific projects such as new service developments and productivity improvement work.
9. Ensure all staff within the team are supported to use information systems for data collection, that deadlines are met for submitting data and that data is analysed to help allocate work and maximise productivity.
10. Carry out all duties to the highest possible standard, engaging in regular supervision in line with Trust policy.
11. Maintain own and support staff to maintain safeguarding competencies in line with Trust Policy and Local Safeguarding Policies.
12. Communicate effectively with commissioners and provide concise, accurate reports and analyses to the Service Manager and Quality and Service Improvement Lead.
13. Authorised signatory for the budget and resource utilisation using current procurement systems.
14. People Management:
1. Day‑to‑day management of the 0‑19 team, including HR processes such as grievance, disciplinary, performance management, appraisal, recruitment panel appointments, performance review and work allocation.
2. Support workforce planning, recruit, retain, motivate and develop staff.
3. Record sickness absence in accordance with the Trust Sickness and Wellbeing Policy and report accurately to workforce information systems.
4. Implement HR initiatives to improve working lives, diversity and safe employment.
5. Ensure staff meet the Trust target rates for mandatory training compliance, appraisal compliance and annual leave scheduling.
6. Provide leadership to direct reports who line‑manage others, ensuring they have sufficient skills and support.
15. Research & Development:
1. Support the Clinical Services Manager in fostering a research and development culture that encourages staff to take a critical and innovative approach to practice, undertaking regular R&D activity.
2. Evaluate care provision, implement audits, and engage in clinical audit to inform service performance and support improvement.
16. Clinical and Practice Governance:
1. Maintain confidentiality and comply with Data Protection Act and GDPR.
2. Handle data transfer in line with Trust Information Governance and Information Security policies.
3. Adhere to Trust risk assessment and risk management processes.
4. Maintain current NMC registration and undertake mandatory training.
5. Participate in clinical and safeguarding audits, supervision, emergency preparedness, and maintain safe professional boundaries.
17. General responsibilities, including safeguarding people, maintaining safe environments, and adhering to the code of conduct and all Trust policies.

Safeguarding and Legalities
Safeguarding children and adults at risk of abuse or neglect is a collective responsibility. All staff must develop and maintain safeguarding competencies and comply with local safeguarding partnership practice. Staff registrants must maintain professional duty of care.
