About the Role
As a Highway Authority, Leicestershire County Council has a statutory responsibility to manage its highway network effectively, control and reduce congestion, and provide a high level of safe and reliable journeys to the road user. The Network Management Service, part of the Highways & Transport Operations division, focuses on the management, coordination, and inspection of temporary road and street works and events affecting the highway. The Streetworks Compliance Inspector contributes to the Council’s statutory responsibilities under the New Roads and Street Works Act 1991 by inspecting activities carried out on the Highway Network, ensuring compliance with regulations and codes of practice, and applying penalties when necessary. Work may involve outside normal hours and at different locations.
Responsibilities
* Inspect temporary road and street works to ensure compliance with regulatory, statutory guidance, and codes of practice.
* Apply penalties and enforce controls under the New Roads & Street Works Act 1991.
* Coordinate events that affect the highway network and manage associated traffic.
* Provide technical advice, write reports, and produce drawings related to highway inspections.
* Investigate and assess problems related to highway work and utility coordination.
* Communicate with utility providers and stakeholders to resolve compliance issues.
* Maintain accurate records and submit reports to management.
Qualifications
* NVQ4 or equivalent, e.g., BTEC Higher in Civil Engineering & NRSWA 1991 Supervisor accreditation, or demonstrable evidence of skills and experience in the Job Specification.
* Experience within highway maintenance or civil engineering sectors and working with utility providers.
* Experience using IT in a design office/ business environment, including Microsoft Office or equivalent, and writing technical and non-technical reports.
* Experience in problem investigation and assessment.
* Knowledge of current highway legislation, including the New Roads & Street Works Act and the Highway Act, and highway design standards and construction methods.
* Knowledge of highway inspection procedures, traffic management legislation and practice, and CDM regulations.
* Excellent communication skills for a range of audiences, presentation and telephone skills, calm and positive under challenging circumstances, and ability to respond confidently to customers and colleagues with understanding and diplomacy while maintaining an objective professional stance.
