Perth & Kinross Council Property Services provide professional services for the development and maintenance of a significant portfolio of public buildings including secondary, primary and nursery schools, residential care homes, offices, day care facilities, civic buildings and other facilities. The Division draws together all of the key elements of building operational management and construction, design and procurement.

The Compliance Team deal with a complex array of servicing and maintenance contracts to ensure legal health & safety compliance and assist in informing the Planned Maintenance programmes. We have an immediate need for a Compliance Officer to oversee our planned preventative maintenance contracts and to ensure compliance with applicable regulations and standards, including the Health & Safety Executives Approved Codes of Practice and Guidance, across the non-domestic property estate portfolio.

This will be a challenging role within a dynamic multi disciplinary office. Duties will include arranging and managing periodic inspections, reviewing risk assessments and reports from the appointed contractor(s), interpreting results and facilitating and managing any remedial works. Check and validate contractor applications for payment. Ensuring the maintenance of accurate records for all property compliance works providing data, performance indicators and reports as required including maintaining a Property asset register.

Skills & Experience Required

We are looking for candidates with track record of managing the risks from water within our property estate, to reduce the risks associated with Legionnaires and other water contaminants, and to manage in accordance with all relevant legislation and HSE Codes of Practice.

We would welcome applicants who have a experience working for a duty holder who can demonstrate that they are dedicated to working to a high standard and provide excellent customer service. Attention to detail is critical in this role.

The following qualifications/ training requirements are mandatory for the post:
• P Control of Legionella in Domestic Hot and Cold Water Systems or equivalent
• P Management and Control of Building Hot & Cold Water Services or equivalent
• The Water Supply (Water Fittings) (Scotland) Byelaws
• Legionella Awareness Training

We are looking for an individual who has relevant industry experience specifically relating to the water management systems in non-domestic buildings, however you must also have knowledge of the various mechanical systems within a Building Services Environment. To undertake the role we require excellent planning and organisational skills along with the ability to ensure target deadlines are achieved. Supervisory skills are required as the post holder will be responsible for the management of contractors and staff.

You must hold a current driving licence.

A good working knowledge in the use of computer packages including Microsoft applications and asset management systems (CAFM software).

Main accountabilities for the role are to:
• Oversee our Planned Preventative and Reactive Maintenance Contracts for water management, swimming pools, water fountains, boiling taps and closomat WCs.
• Responsible for reviewing any monitoring or servicing reports and instructing any remedial action required. This includes the L8 Risk Assessments. Consequently practical experience of working on hot & cold water systems would be advantageous.
• Ensuring all documentation is submitted on time and is acceptable.
• Auditing contractors to ensure they are carrying out their statutory duties and highlighting any non-conformities to the Responsible Person/Duty Holders.
• Ensuring all monitoring, maintenance and remedial works are completed promptly and efficiently.
• Develop and maintain an asset register of all water systems and associated devices including provision of schematic diagrams used within the property estate.
• Assist the Responsible Person(s) in the management of the control of legionella.
• To conduct root analysis investigations into accidents & incidents and to highlight any short comings in Perth and Kinross Council's processes or procedures and to continually improve and implement any training or changes to the Water Management Plan in order to bring about positive change and education in the area of compliance.
• Assist in the procurement of competent contractors and risk assessors.
• To produce a written scheme of control for each site within the property estate and to keep this current in conjunction with the appropriate site manager.
• To support with the management of other planned preventative disciplines as required.
