Advert Provide expert advice, support, and strategic direction for clinical procurement activities. Responsible for delivering a strategic procurement service for all identified categories. Identify procurement projects within key markets to deliver sustainable cost improvements and benefits across the organisation. Ensure contract compliance and drives cost and efficiency savings by analysing current spend and developing procurement strategies. Collaborate with various stakeholders, evaluating clinical products and services, and ensuring compliance with procurement policies and legislation. Be a Clinical Leader with extensive clinical knowledge and expertise who will set an example to teams in achieving the future vision through promotion and support of a standardised approach to the selection of clinically related products and devices. This role requires strategic collaboration with senior stakeholders to foster positive attitudes towards contract management and efficiencies, working closely with both operational and clinical teams to enhance patient care through cost-effective, high-quality procurement practices. Detailed job description and main responsibilities Develop an excellent knowledge base and understanding of clinical products, devices and services and how this can inform clinical pathways and impact on patient care across the integrated care pathway Experience of working across the acute/community sector or public/private sectors to implement significant changes in service delivery whilst managing/motivating large teams Lead complex clinical procurement programmes of work focused on improving quality, safety, sustainability and value including development of business cases. Provides clinical leadership to teams to support cost improvement programmes, national guidance and legislation implementation and supports sustainability and NHS Net Zero ambition. Works across the organisation to manage clinical risk by supporting medical device alerts, supply disruption and builds business continuity plans for clinical products and devices Must have knowledge of Public Sector Procurement legislation and experience of project management and will be able to support the application of an effective procurement process to ensure products selected are of the correct quality, offer value for money and are compliant with National guidelines/legislation. Will use extensive clinical knowledge and expertise to support the Team, realise annual cash releasing savings by using a standardised approach to product selection whilst ensuring products selected are of the right quality, compliant with national guidelines / legislation and offer value for money. Will support Healthcare Partners Limited and the Trust to manage clinical risk by supporting projects relating to patient safety / legislation changes / Medical Device Alerts. Will be required to support the Head of Procurement in establishing the organisation as a centre of excellence, ensuring that the service is efficient, cost effective and responsive to the changing needs of the local health community and wider NHS. Champion a culture in which value for money is obtained from all supplier expenditure. Provide clinical advice and assistance to all Clinical and Non-Clinical staff within the organisation. Use well developed communication, negotiation and influencing skills to engage a range of staff to enable the delivery of clinical goods and services by the procurement function. Use clinical expertise to provide clinical advice to Procurement staff, Trust staff including nurses, medical staff, Allied Health Professionals and other stakeholders. Promote the clinical procurement team and educate the wider organisation as to the benefits of effective collaborative procurement and establish the teams as the natural first point of contact for all commercial related matters Communicate effectively with the Procurement team to support procurement activity. Act as the point of reference to relevant supplier’s representatives to help govern their access to clinical areas and staff across the organisation. Work with Trust and procurement staff to provide input into / guidance on the preparation of product specifications including the development of product evaluation forms. Provide clinical expertise during tender processes/act as project member. Work with the Trusts to provide clinical input into Trust wide Product Selection Groups. Use highly developed persuasion and influencing skills to engage with and influence key stakeholders at all levels within stakeholder organisations to facilitate participation in identified procurement activity. Responsible for ensuring sufficient and robust governance procedures are in place and complied with, to enable clinical quality in all goods and services procured. Support member Trusts in driving better patient care through securing continuity of supply of critical goods and services, through ensuring Procurement teams place strong importance on the evaluation and quality criteria in all relevant procurements. Use a systematic approach to identify clinical product rationalisation / standardisation across a wide range of clinical products which will involve: Working with the Trust to support / co-ordinate effective product evaluations. Reviewing current product ranges in terms of clinical and cost effectiveness, together with procurement considerations to ensure the most appropriate selection. Working with the Trust to provide comprehensive analysis of evaluation outcome ensuring all aspects have been considered. Working with the Trust and selected suppliers to ensure appropriate documented training is in place to support the correct and effective use of the product prior to, during and post implementation. Working with the Trust staff, materials management teams and suppliers to ensure smooth transition from existing products to implementation of new products using effective communication / project management. Work with the Trust staff, materials management team and suppliers to monitor compliance. Work with the Trusts to maintain / act as point of contact for a formal restriction process for the non-approved Clinical products. Provide usage data / cost comparisons across a range of clinical products to support projects / identified opportunities. Liaise with suppliers to obtain samples for review. Challenging current practice/s with the aim to ensure modernisation of practice, utilising new innovations and improved technology. Access and understand clinical evidence and knowledge that reflects current research and development including NHS England / NICE guidelines, liaising where appropriate with end users. Support the Trust in the identification of / replacement of product issues in relation to Medical Device Alerts issued by the Medicines and Healthcare Regulatory Agency. Support the Head of Procurement with the delivery of the procurement transformation programme, creating and maintaining a culture committed and capable of maximising recurrent efficiency opportunities on all non-pay spend consistent with the NHS national expectations. Promote standardisation and supplier rationalisation across ICS Trusts. Articulate commercial motivations and expected behaviours of stakeholders, suppliers and networks. Support the Team in the delivery, reporting of cash releasing savings, cost avoidance and income generation. Provide reports relating to work undertaken offering added value benefits to the Organisation. Provide clinical expertise/knowledge to support the identification of products that provide best value for money through effective identification of goods and services. Actively contribute to the identification of solutions to address variances in targets. Promote a culture of delivery, continuous improvement, efficiency and value for money. Critically assess markets and competitive behaviour undertaken by all suppliers and take actions to improve or protect the ICS’s interests. Maximise commercial benefits for clinical spend through a deep understanding of the whole commercial life cycle, innovations, and new commercial models. Support value for money agreements in relation to cost, quality, specification, and availability / deliverability in line with Public Sector Contract Regulations and other agreed protocols. Support the Head of Procurement with development of plans, processes and departmental policies to ensure that the Trust conforms to the requirements of relevant legislation. Drive team improvement in line with the NHS Commercial Standards (CCIAF). Consider and assist the Trust with their sustainability agenda/requirements.
