Overview: We are currently recruiting for an experienced Taxi Licensing Officer to join a local authority on an interim basis. This is a fantastic opportunity for someone with a strong background in taxi licensing and enforcement to contribute to a well-established licensing team. The role is part-time, offering flexibility with a hybrid working arrangement and a competitive rate. Key Responsibilities: Process and manage applications for taxi driver and vehicle licences, including renewals, transfers, and variations. Investigate complaints and alleged breaches of licensing conditions, taking appropriate enforcement action where necessary. Prepare and present reports for Licensing Committees and other relevant panels. Liaise with internal departments, external agencies (e.g. police), and members of the public regarding licensing matters. Maintain accurate records and case files using the Uniform system. Provide expert advice and guidance on taxi licensing legislation, including the Licensing Act 2003, Town Police Clauses Act 1847, and Local Government (Miscellaneous Provisions) Act 1976. Attend multi-agency meetings and contribute to joint operations where required. Support the wider licensing team with day-to-day operations and casework. Essential Requirements: Proven experience in taxi licensing enforcement within a local authority setting. Strong working knowledge of the Licensing Act 2003, Gambling Act 2005, and taxi licensing legislation. Proficiency in using the Uniform system for case management and reporting. Ability to work independently and manage a varied caseload. Excellent communication and report-writing skills. Strong organisational skills and attention to detail. Ability to work collaboratively with internal teams and external stakeholders. Willingness to work on-site two days per week, with one day remote. Desirable Skills: Experience presenting cases at Licensing Committees or Magistrates Court. Familiarity with other licensing areas such as premises, gambling, and street trading. Previous involvement in multi-agency enforcement operations. Knowledge of local authority procedures and governance. Working Arrangement: Hybrid working model : 2 days on-site near Surrey, 1 day remote. 18-20 hours per week, with flexibility around scheduling.
