Our client is a large local government organization seeking an experienced Finance Manager for a permanent position.
Key Responsibilities:
1. Identify, develop, and support opportunities to transform financial service delivery across the council.
2. Assist in preparing financial information for officers, elected members, and the public; collaborate with external partners and agencies as needed.
3. Manage internal and external financial documents in accordance with council procedures and professional accounting practices.
4. Respond to changing financial regimes, legislation, and initiatives; assess financial implications of policy changes.
5. Manage and motivate staff, ensuring robust management, learning, development, coaching, and mentoring.
6. Support a culture of budget holder empowerment and value-for-money delivery, including benchmarking.
7. Lead training initiatives and promote financial awareness across the organization.
8. Provide predictive analytics using economic, social, demographic data, and commercial insight to support business development and income growth.
9. Oversee in-year monitoring reports, ensuring quality and clarity in financial reporting.
10. Coordinate and prepare revenue budgets, including growth and transformation costs, aligned with the council’s budget and MTFP.
11. Maintain and publish annual budget monitoring schedules; ensure sign-offs from service managers and directors.
12. Manage and develop junior staff, including apprentices, through coaching and mentoring.
13. Oversee resource allocation, planning for external support to manage workload fluctuations.
14. Collaborate with Business Partners and accountants to review and update financial policies and plans, ensuring alignment with strategic objectives.
