Deputy Head of Procurement – highly motivated, enthusiastic and hard‑working role at Derbyshire Healthcare NHS Foundation Trust.
Provide leadership and management of the professional purchasing service, contribute to the Trust’s procurement strategy, transformational activities and work plan. Deputise for the Head of Procurement on procurement and logistics issues and lead key projects.
Manage, develop and motivate procurement staff and contribute to the transformation of the service and its influence across the organisation.
Accountable to the Head of Procurement for implementing the sourcing and contracting strategy across the Trust(s), ensuring commercial and supply chain risk is effectively managed.
Co‑ordinate a wide range of procurement activity at all levels across the Trust and manage a portfolio of projects and contracting activity to meet the annual work plan.
Ensure the service is sensitive, responsive and flexible to the changing needs of the Trust while remaining cost‑effective. Lead to achieve agreed targets, efficiencies and added value initiatives.
Main Duties
* Responsible for the Procurement function within the Trust in the absence of the Head of Procurement.
* Contribute to the strategic planning and operational provision of the Trust’s procurement function.
* Assist the Head of Procurement in implementing the Trust’s Procurement Strategy based on best practice for public sector procurement, ensuring it is monitored against objectives.
* Provide managerial support and training to the Procurement team, including day‑to‑day operational cover as required.
* Support the Head of Procurement in the delivery of cost and efficiency savings for the Trust by analysing current spend in specific categories.
* Meet customer requirements by demonstrating best value for money when procuring products and services, ensuring compliance with contracts and trust/UK standard procurement practice.
* Support contract compliance by pursuing procurement excellence through the implementation of efficient and effective procurement projects within key markets.
* Plan, organise and manage procurement projects within the Trust.
* Draft and prepare project reports and business cases for presentation to governance and stakeholder boards.
* Collaborate with Trust stakeholders and other NHS trusts to rationalise products and suppliers, achieving savings and efficiencies.
* Analyze suppliers and tender evaluations, assist Trust stakeholders in decision making processes.
* Ensure adherence to Standing Financial Instructions, UK Public Procurement Legislation, NHS procurement policies and procedures.
* Undertake competitive market testing, develop tender documentation, terms and conditions of contract, specifications and evaluation methods.
* Oversee issuance of purchase orders and manage procurement issues from request to receipt and payment.
* Manage urgent requests for goods or services and ensure arrangements meet urgent requirements.
* Manage the procurement team’s workload and provide support to ensure efficient service delivery.
* Provide procurement training to departmental and Trust staff as required.
* Assist in developing and implementing operational policies and procedures.
* Monitor quality of staff work and provide support to maintain required standards.
* Negotiate with suppliers and monitor supply against requirements and specifications.
* Assist the Head of Procurement with integrated procurement and supply chain strategy, programme planning and prioritisation.

Person Specification
Qualifications
* Achieved or working towards CIPS.
* Evidence of supply chain management training, EU Procurement legislation training or other specialist procurement courses.
* Degree level education.
* Chartered MCIPS (Level 6).
Experience
* Line managing a team.
* Complex purchasing and contracting experience.
* Substantial experience in a senior procurement management role within a large and complex organisation.
* Experience managing large budgets and delivering extensive cost improvement programmes leading to multi‑million‑pound savings.
* Expertise in EU procurement directives and UK legislation; knowledge of public sector procurement rules (PCR 2015, PA23).
* Minimum 3 years line‑managing experience.
* Experience in public sector procurement, ideally the NHS.
Knowledge
* Knowledge of Atamis system.
* Proficiency in EU/UK procurement legislation and tendering processes and procedures.
* Commercially astute in leading the development, negotiation and delivery of procurement projects.
* Experience with organisational systems such as electronic tendering tools, supplier/contract management systems, benchmarking tools, end‑to‑end procurement ordering systems and inventory management systems.
* Commitment to ongoing professional development.
