This role can be based in either London or Darlington. Some travel will be expected as part of the role. The Darlington Economic Campus is a cross-government hub bringing together departments and public organisations that lead on some of the most important economic issues of the day.
Base pay range
The Treasury is the United Kingdom’s economics and finance ministry. We are responsible for formulating and implementing the government’s financial and economic policy with the aim of sustainable growth and rising prosperity for all.

This role sits within a small, agile Treasury structured around thematic Director-led groups of standing and project teams.
Job Description
As Director Public Spending, you will play a pivotal role in HM Treasury and across government, supporting the coordination of delivery of fiscal events and working with the Directors for tax, fiscal and economics. There are two Directors of the Public Spending Group who jointly lead the group and its approximately 170 staff; each Director has distinct policy responsibilities. The teams reporting to the post holder include:
* General Expenditure Policy (GEP): responsible for overseeing public spending policy and expenditure policy coordination across HM Treasury, including spending review planning and delivery, and ownership of the Green Book guidance for civil service appraisal of policies, programmes and projects.
* Public spending framework oversight with the Cabinet Office for the government’s planning and outcome delivery framework. GEP is currently leading Project RESET to reform the relationship between HM Treasury and departments to improve speed and accountability in decision making.
* Workforce Pay and Pensions (WPP): leads on public sector pay and pension policy, coordinating on industrial relations in the public sector.
* Cross-Cutting Strategy, Insight and Reform (CSIR): leads work on public sector productivity and efficiency, digital spend, and oversees spending for the Cabinet Office and HM Treasury.
The role sits at the heart of setting HM Treasury’s fiscal strategy and is responsible for overall public spending and good financial management across government. The successful candidate will have exposure to the centre of government and considerable influence over the Government Finance Function.
A key aspect of this role is leadership, preparation for and delivery of Spending Review 2027.
Key Accountabilities
The key objectives of the post holder will be:
* Jointly lead the Public Spending Group to deliver its strategic aim of controlling and reporting on public spending, improving value for money and efficiency.
* Advise on overall fiscal policy and spending decisions in collaboration with colleagues during fiscal events, and work with teams on tax, borrowing, growth and the economy.
* Lead the government’s strategic approach to public spending, ensuring coordination and delivery of budgets and spending reviews in line with the Chancellor and Chief Secretary’s plans.
* Work across Whitehall and public services to set HM Treasury aims and understand departmental issues and challenges.
* Oversee public sector pension and pay policy during annual pay rounds and coordinate industrial relations issues across HM Treasury.
* Inspire and motivate teams to reshape and reprioritise work in line with HM Treasury’s Vision for the Future and contribute to corporate leadership.
In all activities, build strong relationships with the Chancellor, Chief Secretary, political advisers, and senior leaders across the Government Finance Function, Cabinet Office and HM Treasury.
Person Specification
While in post, the successful candidate is expected to perform to the Senior Civil Service Success Profile behaviours and demonstrate commitment to Civil Service values. The selection criteria include:
* Excellent understanding of financial management and the public spending framework for central government.
* Strategic thinking across a large and complex area of public policy and the ability to identify key issues for HM Treasury.
* Leadership skills to maintain, build resilience and motivate a strong team amid changing policy priorities.
* Stakeholder management: ability to manage senior stakeholders with effective communication and influencing skills, including Ministers and senior officials inside and outside HM Treasury.
