Starting salary for this role is £44,075 (pro rata for part-time colleagues).

Role Purpose
To provide technical expertise in the inspection and assessment of construction works against building regulations, ensuring that all construction is in accordance with legislation and regulatory standards. The role largely undertakes the same duties as the Building Control Surveyor, but manages projects of greater complexity, offers specialist advice, and operates with less guidance.
Main Responsibilities
* Advise and provide advanced observations on construction, design and safety issues for complex projects at the pre-application stage, to reduce the risk of non-compliance and delays in approvals.
* Examine and assess complex or complicated applications (using submitted construction plans, drawings and specifications) against building regulations to determine compliance.
* Inspect and survey buildings and building methods, both during construction and upon completion, against regulations concerning safety, accessibility and sustainability, and identify potential non-compliance issues.
* Provide specialist advice and solutions based on strong technical knowledge of building regulations and their practical application, so issues can be corrected and the building works become compliant.
* Produce reports, grant approvals and issue completion certificates to confirm construction obligations have been met and certifications issued.
* Investigate unauthorised and non‑compliant building works, preparing documents and serving enforcement notices, to enable effective prosecution as required.
* Sample and test construction materials to ensure their safety and compliance with regulations, and the appropriateness of their use.
* Survey potentially dangerous buildings or structures and arrange removal of the danger posed to the public, including approving demolitions and recovering costs to the council.
* Maintain accurate records of all inspections and associated work for accessibility, audit and potential legal proceedings.
* Calculate fees in accordance with defined rates to invoice customers appropriately.
* Build relationships with customers and assist in marketing the service, supporting promotion, growth and reputation.
Ideal Candidate
* Essential – Minimum Class 2D Registered Building Inspector.
* Degree in a construction-related discipline or equivalent.
* Membership of the Royal Institute of Chartered Surveyors or the Association of Building Engineers.
* Significant experience in the construction industry.
* Experience of building control and enforcement activity.
* Detailed knowledge of building regulations and legislation relating to construction.
* Detailed knowledge of construction techniques, building materials and industry products and systems.
* Ability to plan and manage own case load.
* Ability to influence, persuade and generate understanding and acceptance based on technical knowledge.
