As a Commercial Manager / Procurement Manager you will join a team of cost managers, procurement professionals and project managers on a variety of projects in the energy power sector. Your role will lead on the formation of effective category / commercial strategies, contract procurement, commercial administration of contracts during the execution phase to help support the safe delivery of value for money solutions of our client's programme, projects and business objectives.
The Commercial Manager / Procurement Manager will provide a professional commercial support service to the client's programme / project teams through the efficient identification, procurement and administration of contracts, identifying and controlling costs and commercial risks & opportunities in support of the Programme / Project Execution Plans. As part of this, you will be responsible for management of our client's significant expenditure on the procurement of works and services in support of their portfolio of projects.
As key driver in the successful formation and execution of the commercial strategy it is important that relationships are built and maintained with internal and external stakeholders such as Project Manager, Engineering, Marine, Estimating and accounts teams and the selected supply chain.
Role accountabilities:
* Work with collaborative behaviours, in a spirit of mutual trust and cooperation.
* Supporting development of programme and project business cases within the clients defined processes
* Leading and supporting the development of effective commercial strategies including acquisition and contracting at programme, project and category as appropriate
* Providing support to the procurement process (pre-award), commercial management of contracts during the execution phase (post-award) and commercial management for the delivery of contract account agreements (close out).
* Managing Supplier / Contractor commercial relationships. Participating in supply chain / supplier / contractor performance management.
* Commercially administering the contract including Notices and Instructions; Applications for Payment, Invoicing and Scheduling of Payment; Variations and Change Management; Disputes and Claims Administration / Support
* Manage the production of high-quality Tender Documentation, including collation of Works Information and other contract documents.
* Implementing progress and cost management, including inclusion in the preparation of contract specific progress reports and reporting and participating in periodic contract reviews.
* Manage commercial correspondence and contractual notices in concert with legal interface for the issue in accordance with the relevant contract conditions.
* Leading contract commercial reviews and attending progress reviews where necessary.
* Identifying and recommending mitigating actions on all commercial risk / opportunities at the earliest possible time.
* Ensuring the maintenance of contract commercial files and cost records.
* Implementing contract commercial / financial reporting and participating in periodic contract reviews.
Qualifications & Experience:
* Effective commercial / contract management in both pre- and post-contract skills are essential, with clear knowledge of best practice contract methodologies.
* Extensive experience in Forms of Contract (NEC and/or FIDIC) within the construction industry and major projects and programme environment (power, oil & gas, water, rail, etc.), ideally power. Experience working within a regulated sector would be beneficial.
* Membership of the RICS / CIPS / CICES / IOB or equivalent professional body
* Specific project experience with delivery of HV cables, subsea cables, HV equipment in Offshore setting is welcomed.
* Having a background in Offshore Renewables is beneficial; however, we welcome applications from those with relevant transferable experience
