Bridge Master at Clifton Suspension Bridge Trust
The Clifton Suspension Bridge is owned and operated by the Clifton Suspension Bridge Trust. It is a Grade 1 listed structure and an icon for Bristol. This is an opportunity to lead and manage the team in maintaining, operating, and promoting the significant heritage structure with extensive autonomy on the day to day running of the bridge.
Responsibilities
This is a stand-alone lead engineer/director level position, with responsibility for the operation of the bridge, its staff (including 15 Bridge Attendants who supervise the bridge on a 24-hour basis) and for managing an annual budget of £3M.Excellent leadership and management skills are therefore essential, with experience in recruitment and performance management. The Bridge Master leads on all aspects of health and safety management, ensuring the wellbeing of staff, contractors, museum volunteers and members of the public. This is a publicly visible role and media engagement will also be required.
The Bridge Master supervises maintenance works, whether undertaken by contractors or the Trust’s small in-house team, and manages the Trust’s consultants, reporting back to the Board of Trustees in relation to condition, spend, maintenance and capital works being carried out.
The Bridge Master is also responsible for the operating of the tolling aspects of the bridge and the management of the Museum team and Archives.
SCOPE OF JOB/Key Responsibilities
Leadership and Strategic Direction
Helps determine the Trust’s short- and long-term goals and programme of work. Develops strategies to achieve these goals and manages delivery of the Trust’s Strategic Plans.
Keeps updated on developments in employment and charity law, Charity Commission guidance, governance, and best practice in technical areas relevant to the Trust.
Provides quarterly reports for Trustees and Committees and sits on Trustees Board and Committee meetings.
Governance
Manages the Trust policies and procedures through regular review, amendment (as necessary) and compliance including through communication to all staff, volunteers, and Trustees.
Takes necessary action so that the Trust complies with all relevant statutory authorities.
Commercial
Prepares and presents to the Trustees a regular report of activities, a costed annual maintenance programme, provides a five-year projection for major cost-effective maintenance activities and any other items of high expenditure.
Manages bridge expenditure against the annual budget.
Assists the Clerk in preparation of the Trust’s annual budget.
Monitors toll income and makes regular reports to the Trustees.
People Management
Appoints, trains, and manages all bridge staff either directly or through line managers.
Responsible for ensuring a cohesive and well managed and diverse team with a focus on improving communication and engagement across the team.
Evaluates staff performance regularly and keep job specifications under continual review.
Creates a working environment that motivates and supports the Trust’s staff and encourages good team working.
Provides high level supervision of the Visitor Experience Manager and related activities.
Operations/Museum
Supervises the day-to-day operations of the bridge, including liaison with emergency services and local authorities, as necessary, working with the Tolling and Operations Manager.
Provides support to the Museum including occasional guided tours, talks and presentations as appropriate.
Is available on call 24 hours each day in the event of a major incident and arrange appropriate cover when not available.
Responsible for approach to incident management (vulnerable persons and safety issues) and providing support to staff.
Maintenance and Major Projects for the bridge
Oversees planning, resourcing, and delivery of the maintenance of the Bridge and associated major projects.
Oversees preparation of contract documents and specifications, tender process etc. by consultants.
Instructs and supervises consultants and contractors and takes steps to achieve compliance with Health and Safety and Trust’s policies.
Manages the formal inspection programme by Consultant Engineers and conducts routine inspections.
Appoints and supervises consultants and contractors.
Obtains Planning Permission/Listed Building Consents for changes to the bridge / buildings, as necessary.
External Communications
Is the point of contact for all media enquiries.
Serves as the spokesperson for the Trust ensuring proper representation of the Trust’s interest to the local and wider communities. This includes representing the Trust at public and technical events and in the media, in ways that strengthen the Trust’s profile.
Develops and maintains co-operative relationships with key stakeholders and regulatory bodies.
Gives professional presentations on the Trust’s work in maintaining the bridge to outside bodies.
Develops and maintains working relationships with other Bridge owners/managers across the UK.
Liaises and consults with Local Residents groups.
Qualifications
The successful candidate will be an experienced Chartered civil, structural engineer (ICE, IStructE).
The position covers various aspects of engineering, particularly in bridgeworks. Experience of bridge maintenance or strengthening is essential, with additional knowledge of monitoring and traffic management a big advantage. The successful applicant will also be confident in the co-ordination of maintenance and improvement projects up to a value of £5m.
Substantial experience at a senior level in an organisation essential.
Substantial experience of operational management.
Senior level experience of budget preparation and control essential.
Senior level experience of risk appraisal essential.
