COMPANY DESCRIPTION
THKMC was incorporated on 13 October 2011 as a charity to provide multiple social and welfare services to the community at large, and achieved an Institute of Public Character (IPC) status on 18 November 2011. THKMC is the charitable arm of Thye Hua Kwan Moral Society, which lives by the mission - To Serve Mankind - to help anyone who needs help regardless of their race, religion, colour, language, creed and culture. THKMC today serves more than 70,000 beneficiaries through more than 70 programmes across five Services, which include Disability, Early Intervention for Children, Family, Seniors' Community, and Therapy.
RESPONSIBILITIES
* Provide support to the Corporate Service Procurement Team to source, raise and publish ITT/RFQ/EQV2, evaluate using Price-Quality Methodology, write approval papers for recommendation of Service and/or goods.
* Able to negotiate with new and existing vendors to ensure supply of material in most cost-efficient manner within agreed price target and budget.
* Working closely with various Services and requestors/users to review the ITT/RFQ Documents and budget prior to sourcing.
* Conduct periodic review of existing vendors and contracts to ensure vendor performance on pricing, quality and delivery.
* Provide support to management in reviewing and recommending sourcing / procurement policies
* Issuance of Letter of Award (LOA) to appointed vendors
* Analyse data trends on costs
QUALIFICATIONS
* Minimum diploma or degree in Business, Supply Chain Management, Logistics, or equivalent
* Minimum 3 years of experience in a strategic sourcing position
* Able to manage a multitude of RFQs and ITTs simultaneously
* Meticulous and strong attention to details especially for RFQs and ITT Documents, Agreements and Approval papers
* Work experience in similar position in Social Service Sectors a plus point.
* Good knowledge of procurement best practices, contract agreement law, financials and cost analysis would be advantageous
