Location: Liverpool North Connexions Centre, Utting Avenue East, Liverpool, Hours: 35 per week Start date: 06 April 2026 Duration: ongoing Positions available: 2 Rate: PAYE £119.00 per day / Ltd/Umbrella £156.49 per day Work pattern: 2 days remote, 3 days office‑based About the Client Liverpool City Council’s Children & Young Peoples Services deliver early intervention and targeted support to improve outcomes for children, young people and families. The Early Help division works collaboratively with families and partner agencies, promoting a whole‑family approach and ensuring that support is timely, strengths‑based and aligned with statutory safeguarding responsibilities. The Role The Outreach Family Support Worker will take whole‑case responsibility for children and families requiring Early Help support at levels 2 and 3, with some involvement at level 4 to ensure smooth transitions. The role provides targeted, home‑based and outreach support to children aged 0–25 (19–25 where SEND Code of Practice applies), helping families access universal services and preventing escalation to statutory intervention. The post holder will act as Lead Professional, coordinating multi‑agency plans, delivering direct work, and ensuring high‑quality assessments, planning and reporting. Key Responsibilities Hold cases for children stepping down from Children’s Social Care, completing Family Help assessments and coordinating Team Around the Family (TAF) meetings. Provide targeted and intensive support to vulnerable children and young people, including those with complex emotional or mental health needs. Use child‑centred, strengths‑based and solution‑focused approaches to deliver bespoke support packages. Assess family strengths and needs, building flexible multi‑agency support around the family and responding to changing circumstances. Formulate, coordinate and review TAF plans to reduce risk and improve outcomes. Use de‑escalation techniques to manage challenging behaviour from children, young people and adults. Resolve urgent or unexpected issues arising during home visits. Manage and prioritise caseloads to ensure timely and appropriate support. Complete detailed reports, chronologies, plans and assessments within required timescales. Support families to develop practical parenting strategies and facilitate family meetings where appropriate. Maintain accurate electronic records in line with service standards. Attend supervision, staff meetings, reviews and planning meetings, evidencing progress and contributing to service development. Support delivery of supervised contact for children open to Family Help. Promote safeguarding in line with statutory guidance and legislation. Maintain up‑to‑date knowledge of relevant legal frameworks, policies and practice standards. Contribute to evaluation, development and continuous improvement of Early Help services. Candidate Requirements Experience supporting children, young people and families with multiple and complex needs. Strong understanding of Early Help, whole‑family working and multi‑agency coordination. Ability to complete high‑quality assessments, plans and reports. Skilled in direct work with children and young people, including those with emotional or behavioural challenges. Confident in managing risk, using de‑escalation techniques and responding to urgent situations. Strong organisational skills with the ability to prioritise a varied caseload. Excellent communication and engagement skills with children, families and professionals. Ability to maintain accurate electronic records and work within performance frameworks. Commitment to safeguarding and promoting the welfare of children and young people. Enhanced DBS required.
