We are recruiting on behalf of a well-established and respected civils groundworks contractor operating across the North West. Known for delivering high-quality projects across residential, commercial, and infrastructure sectors, our client is committed to maintaining the highest standards of safety, quality, and professionalism on all sites.
The Role:
As the Health & Safety Manager, you will be responsible for leading all health and safety practices across multiple groundworks and civil engineering sites. Working closely with project managers, site teams, and senior leadership, you will ensure compliance with current legislation, promote a strong safety culture, and continuously improve H&S standards across all operations.
Key Responsibilities:
* Develop, implement, and manage the company's health & safety strategy
* Conduct site inspections and audits, producing reports and ensuring corrective actions are followed through
* Provide expert guidance and training to site staff and operatives on all H&S matters
* Investigate incidents, near-misses, and accidents, compiling reports and implementing preventive measures
* Ensure compliance with CDM regulations and support the production of risk assessments and method statements
* Keep up to date with changes in legislation and best practices
* Liaise with external bodies including the HSE when required
Requirements:
* NEBOSH General or Construction Certificate (essential)
* Proven experience in a similar H&S role within groundworks or civil engineering
* Strong working knowledge of HSE legislation, regulations, and best practice in the construction sector
* Excellent communication and leadership skills
* Full UK driving licence (travel across North West sites required)

Position Overview:
This position actively analyzes the work environment, local culture, and policies to continuously improve Health, Safety, and Environmental (HSE) performance on site with approximately 75% of the time devoted to Health and Safety and 25% to Environmental. This position includes workplace inspections to confirm compliance with safety, health, and environmental requirements. The HSE Manager helps design, implement, train employees on, and audit our compliance programs to prevent injury, disease, and/or adverse environmental impacts.
What you will be doing:
* Plan, organize, coordinate, and monitor on-site HSES risk and control, continuously liaising with- and between management and staff to ensure compliance with regulatory requirements and procedures.
* Lead, support, promote, improve, and enforce compliance, all H&S, corporate/plant policies, procedures, performance standards and Ecovyst HSE Principles
* Develop new and maintain existing HSE & ERT Procedures
* Participate in / Facilitate / Lead HSE Incident Investigations
* Handles all HSE based trainings
* Handle all daily Field Audits such as LCPs and My Check 5s.
* Participate in risk assessment audits (PHA, CTA, JSA, etc.) as applicable.
* Plan, organize, coordinate, and monitor on-site HSES risk and control, continuously liaising with- and between management and staff to ensure compliance with regulatory requirements and procedures.
* Provide quarterly HSE reports on training program status.
Required Qualifications:
* Bachelor’s degree (B.A.) from four-year college or university; or equivalent combination of education and experience.
* 8+ years’ experience preferred in chemical plant / refinery sector.
* 4+ years’ experience preferred within multiple HSE areas a plus (environmental, health, occupational safety, process safety, etc.).
* Familiarity with a wide range of UK / European HSE regulations, effective techniques for complying with regulations, and negotiating/permitting strategies within the United Kingdom.
* Knowledge of all relevant UK / European HSE standards and regulations including PSM.
* Familiarity with UK / European industry standards & practices (Equivalent to US API, ASME, ISO, etc.).
* Well-trained & practiced in Incident Investigation Cause Mapping, RCFA and / or equivalent.
* Well-trained & practiced in Emergency Response (HAZMAT, Incident Command Structure, First Aid, Confined Space Rescue).
* Works well under pressure – ability to meet tight deadlines with quality results.
* Effective communication/inter-personal skills – able to inspire and encourage the use of best practices at plant sites, and able to communicate with plant staff, Global Business Unit management, and regulatory agencies.

Role Responsibilities:
* Support the local FMRE team to ensure appropriate risk controls are in place for their activities and that of our service providers.
* Ensure compliance with requirements relating to the introduction of new plant and work equipment and ongoing maintenance of that equipment.
* Review the safety management systems of prospective FMRE contractors through the pre-qualification process.
* Conduct EHS related inspections on internal operations and activities carried out by service providers, and support in collating formal records and action plans
* Provide a competent environment, health and safety advice for a wide range of strategic projects, through feasibility and design reviews
* Implement processes and complete compliance audits to ensure processes comply with relevant legal requirements, including (but not limited to) CDM Regulations 2015 and Building Safety Act.
* Ensuring work-related incidents (from near miss to lost time injury, and environmental incidents) are reported, investigated effectively and remedial actions are implemented.
* They will possess a good knowledge of EHS requirements in relation to Facilities Management (including construction and maintenance) processes, national laws and regulations relating to the workplace and will provide directions to the operational management and local 'safety support teams.
* They will promote Environment and Health & Safety topics at the workplace throughout the organisation at all levels (from top management to shop floor staff), including safety reviews, reporting KPIs, relevant training, awareness campaigns and EHS inductions.
Experience and Qualifications:
* NEBOSH General Certificate in Occupational Health and Safety or equivalent (minimum).
* Demonstrated experience in reporting to and working with key stakeholders to implement safety related projects/tasks in a dynamic, fast paced environment.
* First-hand experience of formal risk assessment and auditing techniques.
* Relevant experience in Facilities Management (including construction and maintenance)
* A considerate team player who also can work autonomously on their own initiative with a positive attitude whilst working to the expected behaviours.
