Stock Condition Surveyor
Pay Rate - Negotiable
Main Purpose:
To undertake Stock Condition Surveys (SCS) on NFDCs housing and garage stock to accurately determine the current condition and remaining life expectancy of key components, taking into account the component life cycle to inform future investment needs in relation to the 1, 5, 10 and 30 year planned programme and NFDCs Financial Business Plan.
To assist in the production of a programme of works to the Councils Housing assets based on detailed stock condition information (including gathering this information), to allow the implementation and evaluation of strategic asset management decisions.
To assist in the development of a long term Asset Management plan to ensure we make best use of our Housing Assets, including identification of properties to sell and Land for future development.
Duties and Responsibilities:
* Carry out Stock Condition Surveys on housing and garage stock to assess component life cycles and inform investment planning.
* Record survey data using the Asset Management System (Keystone) and mobile platform, with manual backup as needed.
* Conduct HHSRS evaluations, energy performance surveys and produce EPC's.
* Perform weekly visual inspections of play parks/equipment, recording findings and reporting repairs.
* Investigate and action asset-related queries from CRM, Repairs Team, and Call Centre, escalating as needed.
* Help maintain a condition-based asset register (approx. 5,000 homes) to support capital investment planning.
* Contribute to long-term maintenance strategies and annual works programmes.
* Advise on and prioritise future maintenance projects based on survey data.
* Support delivery of planned works, refurbishments and improvements, including preparing briefs and acting as client rep.
* Undertake/commission surveys (e.g., pre-void, asbestos, structural, access audits) and report findings to management.
* Review and update asset management data to ensure accuracy and reliability.
* Assist in improving data collection, cleansing and analysis for robust asset management.
* Support interpretation of asset data for compliance with Decent Homes Standards and lifecycle costing.
* Build effective relationships through cross-team working and external partnerships.
* Participate in/lead project teams, setting objectives and monitoring KPIs for continuous improvement.
* Assist MSCM with strategic development and attend working groups, tenant forums and councillor briefings.
* Identify personal training needs and recommend development opportunities.
* Support safeguarding policies and complete required training.
* Undertake other duties as directed, appropriate to the role's grade.
Essential Requirements:
* Degree or HNC/HND in construction (with significant post-qualification experience in residential projects).
* Strong knowledge of building construction, pathology, and defects diagnosis.
* Qualified Domestic Energy Assessor and P402 Asbestos Surveyor.
* Good understanding of housing regulation: CDM 2015, Asbestos Regs 2012, Party Wall Act 1996, Gas Safety 2018, HHSRS.
* Ability to work independently, under pressure and as a part of the team.
* Strong communication and interpersonal skills, including conflict resolution.
* IT literate (Microsoft Office and housing/asset management software).
* Full driving licence and access to own personal vehicle.
Desirable Requirements:
* Working towards RICS or CIOB Membership.
* Experience with asset management techniques and decision making.
* Knowledge of asset management software.
