Job Overview

Join to apply for the Bid Manager (Defence and Security) role at the University of Lincoln. The university’s Professional Development Unit (PDU) sits within the Office for Executive Education and Skills, delivering high‑impact, sector‑responsive learning and development programmes. Working closely with government, military, and industry partners, the PDU plays a vital role in advancing workforce capability and supporting the university’s civic and strategic mission.

We are seeking an experienced Bid Manager to lead the university’s strategic approach to securing external funding and contracts within the defence and security sectors. This senior role offers an exciting opportunity to influence national education and training priorities, expand our partnerships, and position the university as a trusted provider of professional development, research, and consultancy in this field.

The post requires a confident and proactive leader with strong bid management, financial planning, and project delivery experience. You will have a proven track record of success in developing or managing large‑scale bids, ideally within higher education, defence, or public sector training environments. Exceptional communication, analytical, and interpersonal skills are essential, alongside the ability to work independently and collaboratively across complex organisational structures.

Applicants must be eligible to gain UK Security Vetting (BPSS) clearance and be willing to travel to military and partner sites as required.

Responsibilities

* Lead the end‑to‑end management of competitive bids, from market analysis and pipeline development to proposal design, costing, and submission.
* Collaborate with academic experts and sector stakeholders to ensure all bids align with client needs, regulatory standards, and institutional priorities.
* Manage a small team and oversee delivery planning for successful contracts.
* Maintain effective relationships with the Ministry of Defence, Armed Forces, and industry partners.


Qualifications & Experience

* Proven track record of developing or managing large‑scale bids, preferably in higher education, defence, or public sector training environments.
* Strong bid management, financial planning, and project delivery skills.
* Excellent communication, analytical, and interpersonal abilities.
* Ability to work independently and collaboratively across complex organisational structures.
* Eligibility for UK Security Vetting (BPSS) clearance.
* Willingness to travel to military and partner sites as required.
